Description
NASA/Glenn Research Center has a requirement for 13.8 Kg of Sylramic? Fiber. This fiber will be used to produce Ceramic Matrix Composite (CMC) material for the Hypersonic Aeronautics program. Advanced engine concepts require a new class of materials for use as combustor liners, in order to meet pollution and efficiency requirements. Testing will be conducted to assess the mechanical and time dependent behavior of candidate Ceramic Matrix Composite (CMC) materials systems at combustor liner and turbine vane operating stresses and temperatures. The successful material must display thermal stability and mechanical durability at simulated engine conditions. An exhaustive fiber identification and selection program, conducted under the material development program of the Enabling Propulsion Materials program (EPM) and the Ultra Efficient Engine Technology program (UEET), identified Sylramic? fiber as the only fiber to meet temperature and durability requirements. NASA/Glenn Research Center intends to purchase the item from ATK Space Systems Inc. Magna, Utah as Sylramic? fiber is produced by a proprietary process and sold under exclusive license by ATK Space Systems. The UEET program has developed a process which utilizes the specific internal chemistry of the Sylramic? fiber to produce a coating which is vital to the long-term survival of components made from the composite. Competition for another fiber would require an extensive material characterization program beyond the time and scope of UEET. As a result, the Government would incur substantial duplication of cost that would not be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 23, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
