Description
The U.S. Army Corps of Engineers, Gulf Region Division ? Central (GRD-C) has a competitive requirement for a Multiple Contract Award (MCA) to support the Camp Taji and Taji Military Complex, its sub-installations and other customers supported by the Gulf Region Division ? Central District. It is the Government?s intent to make multiple contract awards under a single solicitation. This solicitation will result in a multiple award task order contract entered into in accordance with Federal Acquisition Regulation (FAR) 16.504(c). Up to two (2) construction contractors will be selected for this contract. The MCA will consist of a two-year base period with a shared capacity among all awarded contractors of not-to-exceed (NTE) $300M as well as a one-year optional period with a shared capacity among all awarded contractors of NTE $300M. The total shared capacity of base plus all potential options shall not exceed $300M. The task orders anticipated for this contract will be in support of the Camp Taji and Taji Military Complex, its sub-installations and other customers supported by the Gulf Region Division ? Central District. This type of procurement (MCA) is expected to help minimize design effort and related overhead expenditures and handle compressed delivery schedules. The task orders will range from $5 Thousand to $40M per task order and will be for projects of varying size and complexity. Task Orders will include multi-disciplinary but not limited to construction, reconstruction, renovation, restoration, incidental or limited design associated with those types of activities, and other presently unforeseeable requirements that may arise, and will include a variety of trades such as carpentry, road repair, roofing, excavation, interior/exterior elements, mechanical, electrical, steam welding, asbestos and lead paint abatement incidental to construction and/or project design. The MCA will not be used for Architectural-Engineering (AE) services; however, incidental AE services may be needed for some projects. Competition for this procurement is not limited but is anticipated to capture open and full competition. Iraq. The contractor shall comply with host country prescribed laws, policies and procedures for performance of services. This can be accomplished via use of Joint Ventures. This procurement will be a Request for Proposal (RFP) and a firm-Fixed-price contract will be negotiated as a result of this procurement. As previously stated, up to two (2) construction contractors will be selected for award. The solicitation for this project will be issued in electronic format only and will be available for download on the Baghdad Business Center website: http://www.baghdadbusinesscenter.org/tenders.asp#CORP on or about 15 February 2007. The anticipated proposal due date is 15 March 2007, with a tentative award date by 1 April 2007. A Best Value Tradeoff Process contracting method will be used to evaluate proposals. The evaluation will include both Non-Price factors. Under the Non-Pricing Evaluation Factors, the Government will consider the following four evaluation factors: Relevant Experience, Management Plan to include three subfactors (Schedule, Security and Incidental Design), Past Performance and Price for a Sample Project. The Non-Pricing Evaluation Factors will focus on capabilities, experience and past performance for simultaneously accomplishing multiple task orders for a wide range of scopes and project complexities with minimal performance periods and for having accomplished the work as the primary contractor in Taji. As a group, the Non-Pricing Evaluation Factors will be more important than the Pricing factor in determining the best value offeror. The Request for Proposal will contain complete evaluation criteria. Type of awarded contracts shall be a Firm Fixed Price Indefinite-Delivery, Indefinite-Quantity Construction Contract with multiple awards in accordance with FAR 16.504.
