Description

The National Institutes of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Surface and Microanalysis Science Division, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Advanced Microbeam Incorporated, of Vienna, Ohio for an upgrade to components of an automation system in an existing JEOL 8600 electron probe microanalyzer. Sole source determination is based on the following: The upgrade to the components of the automation system is proprietary to Advanced Microbeam Incorporated. The automation system was designed by Advanced Microbeam Incorporated. The upgrade must be 100 percent compatible with the existing equipment. Therefore, Advanced Microbeam is the only vendor capable of completing the upgrade. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by February 21, 2007 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
