Description
NAVAIR Orlando Training Systems Division has a requirement for Training Instructor and Management Support for various Learning Centers in the Continental US and overseas locations. This requirement will be 8(A) set-aside. Competition will be among interested 8(A) vendors The Navy intends on issuing an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The stated limits of the negotiated contract will be for a total duration of five years (1 base year and (4) 1-yr options). The stated minimum quantity of supplies will be $150,000 and the stated maximum quantity will be $25,000,000. The Government will place orders for individual requirements on individual task orders. The anticipated contract type will be Time & Materials (T&M) and Firm Fixed Price (FFP). A brief description of the service is as follows: NAVAIR Orlando Training Systems Division has a requirement to support the Naval Personnel Development Command (NPDC) and its affiliated organizations in acquiring professional, instructional, administrative and technical services in the execution of their broad and diverse mission in support of fleet readiness at major Fleet Concentration Areas (FCA) around the world. The product to be purchased under this contract is a proficiently trained student, meeting the performance and course completion standards within each course, as determined by the training officers of the different FCA regions the instructor serves, or technical management of Navy training requirements. The Contractor shall provide professional, instructional, administrative and technical support services to meet specific training, management, or administrative requirements defined in each order. Tasking will be by individual Task Order (TO) providing detailed technical requirements and appropriate deliverable items for each task or multiple tasks within the task order. Each TO shall define the professional, instructional, administrative, and technical support required to achieve the desired degree of responsiveness to accomplish programmatic goals for assigned projects under NPDC. The Contractor shall provide those services, material and related equipment to perform the work delineated in the basic contract and defined within each individual TO. Each TO Statement of Work (SOW) will describe the specifics for the requirement with respect to performance, end item, deliveries, delivery schedules, performance milestones, Government reviews and travel. NAVAIR Orlando seeks to competitively purchase these services via full and open competition among qualified 8(A) participants in accordance with FAR 6.204, Section 8(A) Competition, FAR Part 19.805, Competitive 8(A) and FAR Part 15, Contracting by Negotiation. For informational purposes only, the incumbent contractor for these services is Kaegan Corporation. For purposes of reporting business size, the applicable North American Industry Classification Systems (NAICS) Code is 541611 with a size standard of $6.5 million.
