Description: The Department of the Army (DoA), Commander, Installation Management Command (IMCOM) (www.imcom.army.mil), is conducting preliminary planning to determine whether competitive sourcing, under Office of Management and Budget (OMB) Circular A-76 (www.w hitehouse.gov/omb/circulars/a076/a76_incl_tech_correction.html) and consistent with the Presidents Management Agenda (www.whitehouse.gov/omb/budget/fy2002/mgmt.pdf), is the optimal methodology for sourcing their Military Personnel Office Operations (MILPO ), Department of Logistics (DOL), Department of Public Works (DPW including Environmental), and Plans, Training, Mobilization, and Security (DPTMS) activities at Fort Irwin, California. This Request for Information (RFI), which is not a commitment by the Government to issue a solicitation or otherwise pay for the information solicited, is intended to seek industry assistance in determining (1) the appropriate grouping of the aforementione d installation services at Fort Irwin, consistent with market and industry structures, and (2) whether there is sufficient industry interest and demonstrated capability to compete for these activities to support a decision to pursue competitive sourcing as the strategic sourcing solutions. The initial scope of the Fort Irwin installation activities, as previously stated, includes MILPO, DOL, DPW including Environmental, and DPTMS services (www.irwin.army.mil/). The scope of these services includes only the functions performed by the billet counts listed in Attachment 1 and does not include any existing contracts that support these functions. Interested parties are requested to complete and return via email the Attachment 2, Fort Irwin Market Research Questionnaire and associated Attachments no later than 4:00 PM Pacific, 28 February 2007.
