Description
SYNOPSIS: This solicitation is being issued as a small business set-aside inviting full and open competition from firms meeting this criterion. This is a Base Operating Support Services (BOSS) contract, Request for Proposals, Number N40083-07-R-1012. The proposed contract listed here is 100% small business set-aside. The Government will only accept offers from small business concerns. The proposed contract action is for services for which the Government intends to solicit on a competitive basis nationwide for small business entities. All responsible sources may submit a bid, proposal, or quotation in response to the solicitation. The NAICS Code for this proposed procurement is 561210 and the annual size standard is NTE $32.5 Million. Estimated cost of this potential contract is between $4 and $5 million. The purpose of this contract is to provide facilities support, maintenance, janitorial services, pest control services, HVAC, alteration, construction and repair for real property maintenance at the Marine Corps Mobilization Command (USMC MOBCOM) and Navy Operational Support Center (NOSC), Kansas City, MO. The contract is part firm-fixed price and part indefinite delivery, indefinite quantity (IDIQ). Work under the firm-fixed price sections include, but are not limited to, maintenance, repair, alteration, HVAC, construction, water treatment services. Work under the IDIQ sections will be issued by individual task order. The Contractor will provide all labor, tools, supervision, equipment and materials necessary to maintain, alter and repair the facilities covered by this contract. Services to be provided include maintenance, service calls, HVAC repairs and maintenance, painting, snow and ice removal and control, and recurring facilities maintenance on real property. Construction services to be provided include site work, concrete masonry, wood/plastic, thermal/moisture protection, doors/window systems, mechanical and electrical, etc. Labor to be provided includes all grounds and building. Trades such as carpenter, labor, plumber, electrician, roofer, painter, equipment operator, truck driver, masons, cement finishers, bricklayer, welder, glazier, plasterers, sheet metal worker, building laborers, steam fitters and all supporting trades. The solicitation will utilize source selection procedures and require offerors to submit a technical proposal showing past performance, technical expertise, management approach, small business subcontracting effort and price proposal for evaluation by the Government. The Government intends on issuing the RFP Solicitation for this project through the Internet at www.esol.navfac.navy.mil. All prospective offerors MUST register themselves on the website. The download time may be excessive, but all contractors are encouraged to attempt download prior to obtaining the solicitation through alternate sources. Many firms and commercial printing services have the capability to print the solicitation package and plan holders list off the Internet, if necessary. The official plan holders list will be created by registration and be available from the website only. Amendments will also be posted on the website for downloading. This will be the normal method for distributing amendments; therefore it is the offerors? responsibility to check the website periodically for any amendments to this solicitation. Offers will not be publicly opened. The number of offers received, the identity of the offers received, the amount of any offer or relative standing of the offers will not be disclosed to anyone until the time of contract award. IMPORTANT NOTICE: All contractors submitting bids, proposals or quotes on Department of Defense solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. The purpose of this database is to provide basic business information, capabilities and financial information to the Government. The CCR website can be accessed at www.ccr.gov Reference is made to DFARS Clause 252.204-7004, Required Central Contractor Registration. You are encouraged to register as soon as possible. All new contracts can ONLY be made to contractors who are registered in CCR. This requirement will apply to all solicitations and awards, regardless of the media used.
