Description
The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis a contract under the authority of 41 U.S.C. 253(c)(1) with Interserv Corp., 9555 James Ave. S., Ste. 230, Minneapolis, MN 55431-2547, for an Aperture Encoder Retrofit for Interserv Model Electromask II Pattern Generator. Work and components required for installing Aperture Encoder Retrofit are as follows: 1) Design and fabricate mounting hardware for Encoders and Encoder Scales (4 Sets required). Identify all cabling changes required to add new Encoders; 2) Modify Electromask II Master Operating Software to add Functionality of new Encoder resolution; 3) Provide new encoders, encoder scales, cabling, and mounting hardware; 4) Provide updated copy of Master Operating Software; 5) Remove existing Aperture assembly and dismantle old Encoders, Scales and Cabling as required from system; 6) Install new mounting hardware, Encoders and Encoder Scales on existing Aperture assembly; 7) Reinstall newly configured Aperture assembly onto system; 8) Install and carefully route throughout the system, new cabling for Encoders and make all necessary changes to system pin out connectors to connect new Encoder cabling to the system control electronics located in The Electronics Control Console; 9) Calibrate new Encoders for proper operation; 10) Recalibrate Apertures for proper sizing and Orthogonality; and 11) Run appropriate Tests (Tester 7 Calibration Test) to verify completion of work. Once the retrofit is completed a preventive maintenance inspection should be performed on the overall System and any required authorized maintenance should be completed. Based on our market research, Interserv Corp., as the original manufacturer of this system, is the only source with the required knowledge, experience and skills to perform the necessary tasks. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government?s best interest. Respondents must provide sufficient documentation that addresses qualifications pertinent to this requirement.
