Description
The Virginia Contracting Activity (VCA), on behalf of the Defense Intelligence Agency / Missile and Space Intelligence Center (DIA/MSIC), has a requirement for contractor support to accomplish diverse Scientific and Technical Intelligence (S&TI) missions associated with the Office for Integrated Intelligence (MSI) for an effort entitled "Integrated System Production & JRAAC Operations." Contractor support shall address: 1) Intelligence Data, 2) C4 (Command, Control, Communications and Computer) System Analysis, 3) Integrated System Analysis Production, and 4) the Joint Research Assessment and Analysis Center (JRAAC) and Facility Operations. The JRAAC is a digital computer laboratory that was developed to provide a simulation infrastructure that supports analysis of the capabilities, limitations, and vulnerabilities of threat systems in complex one-on-one and many-on-many scenarios. Threat systems in MSIC?s mission area include surface-to-air-missiles (SAMs), short-range ballistic missiles (SRBMs), anti-tank guided missiles (ATGMs), and directed energy weapon (DEW) systems. The associated NAICS code for this effort is 541710. Selection for award will be made to the offeror who meets the requirements and offers the best value to the Government based upon evaluations of proposals in the areas of technical capability, cost, management, and past performance. This effort is a follow-on effort to contract number MDA908-03-D-0012 with Sparta, Inc. entitled "Integrated System Production and JRAAC Support." Contract MDA908-03-D-0012 contains a clause that was synopsized in the solicitation leading up to contract award entitled "H.15 Performance Incentive" and this clause states:-----"At the end of the 3rd year of performance, the Government may initiate award of a new 5-year contract based on the contractor providing "above satisfactory performance." This would be measured by zero contractor responsible delinquencies, continuous full staffing, and responsiveness to quick reaction tasks or situations. The contract process would include synopsis IAW FAR 5.201; notice that the contractor has received a rating of "Outstanding" in all areas; and only a submission of a cost proposal would be required for the new 5-year effort. All other interested offerors would be required to submit full blown proposals IAW the criteria as set forth in any solicitation issued."-----After a thorough review was conducted of Sparta, Inc.'s performance at the end of the 3rd year of performance as stated above, Sparta received a rating of "Outstanding" in all areas: technical capability, management and past performance. Therefore, IAW the clause stated above, Sparta, Inc. shall only be required to submit a detailed cost proposal if they choose to propose on this new effort. VCA will issue a Request for Proposals (RFP) for this effort on or about 01 March 2007. No other notice shall be issued other than this one. The RFP / Solicitation and attachments, modifications, questions and answers will be available at http://www.msic.dia.mil/contracts/contracts.html . The Scope of Work (SOW) and the Evaluation Criteria for this effort are classified SECRET//NOFORN//X1. Interested offerors shall request a copy in writing to the Defense Intelligence Agency / Missile and Space Intelligence Center, ATTN: MSM-1 (MAJ Terry Aiken), Building 4545 Fowler Road, Redstone Arsenal, AL 35898-5500. Requests must include clearance certifications, contractor CAGE code, and name and phone number of the primary security point of contact. The Government anticipates issuing a Cost-Plus-Fixed-Fee requirements type contract, whereby funds are obligated by the issuance of individual delivery orders. Competition for this effort shall be Full and Open (no restrictions). For the purpose of encouraging small and disadvantaged businesses, to include 8(a)a and Historically Black Colleges and Universities (HBCUs) participation, interested offerors (excluding small businesses) shall be required to submit a sub-contracting plan for inclusion of small businesses and goals of participation in accordance with agency goals and guidelines. The contract period of performance shall be a two-year base period plus three one-year option periods to be exercised at the Government's discretion. Offerors must also be registered in the Central Contractor Registration (CCR) database to conduct business with this Government organization. Registration can be completed at http://www/ccr/gov. Also, in accordance with FAR Part 4.12, Offerors must submit Annual Representations and Certifications via the Online Representations and Certifications Application (ORCA), a part of the Business Partner Network (BPN). This can be completed at http://orca.bpn.gov. Place of Performance shall be at the Missile and Space Intelligence Center, Building 4545 Fowler Road, Redstone Arsenal, AL 35898-5500. This effort is classified SECRET due to the nature of the services to be performed, and therefore, the contractor shall be required to ensure that all personnel employed under the SOW have, as a minimum, a SECRET security clearance issued by the Defense Industrial Security Office. A TS/SCI clearance shall be required for all personnel working in the MSIC facilities and for those accessing data at MSIC on a regular basis.
