- The U.S. Department of Energy (DOE), Office of Headquarters Procurement Services, intends to issue a modification under contract Number DE-AC01-06EE11187, and extend the period of performance for an additional twelve months, consisting of four 3-month option periods. This is not a request for competitive proposals. Reference FedBizOpps announcement on February 21, 2006, the DOE issued a Notice of Intent to negotiate and award a sole-source bridge contract to Energetics, Inc. on a non-competitive basis for management and professional support services, and technical, market, and economic analysis to the Office of Energy Efficiency and Renewable Energy (EERE) Industrial Technologies program (ITP). A bridge contract was awarded to Energetics, Inc. on March 29, 2006, and will expire effective March 28, 2007. An extension of the bridge contract is necessary due to unanticipated delays for a successful award of a follow-on competitive contract and insures continued support to assist ITP meet their mission to improve industrial energy efficiency and environmental performance. The statutory authority for permitting other than full and open competition for this contract is Section 303[c][1] of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 41 USC 253(c)(1), and implemented by FAR 6.302-1[a][2][ii][B], which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency???s requirements. Energetics has been supporting ITP for more than 20 years and has the technical expertise in the energy-intensive industries and processes that are the focus of ITP R&D. The incumbent is currently assisting ITP with benchmarking and analyzing energy use for a number of technologies and a variety of industrial applications that will enable them to provide uninterrupted support effective March 28, 2007. As such, this unique strategic knowledge to assist ITP with program planning, implementation, and evaluation necessitates a continuance of work already in process by the incumbent contractor. A determination by the Government not to extend the current contract to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive acquisition.
