- The National Institutes of Health (NIH) National Institute Diabetes and Digestive and Kidney Diseases (NIDDK), proposes to procure upgrades for existing Raman Microcsopes in the NIDDK lab from Renishaw, 623 Cooper Court, Shaumberg, IL. 60173. The items/services to be procured are: (1) Renishaw WiRE 2.0 Software, includes WiRE 2.0 Software with video, mapping, imaging, focus track and line focus modules. Requires USB CCD upgrade. Requires a Windows XP PC with at least two USB 2.0 ports and Raman.ini file from existing PC. Existing video cameras require upgrade to USB video or upgrade to WinTV video cards with Windows XP & WiRE 2.0. (2) Upgrade to USB CCD, Replaces existing Renishaw RenCam CCDs with new USB CCDs for both Raman systems. This upgrade will allow the systems to be used on a Windows XP PC or on a Windows 98 2nd Edition with USB support PC; PCs not included. The existing video cameras and cards will work with the Windows 98 set-up, but not the Windows XP set-up. This upgrade is incompatible with Windows 95. (3) USB video camera or upgrade to WinTV video-capture cards, Recommended interface for WiRE 2.0 software & WinXP: either USB video or WinTV video card, Recommended interface for WiRE 2.0 software & Sony or Pulnix video cameras: WinTV video card, For Windows 98: The existing video capture cards on the Win95 PCs are PCI cards and will work with Win98, Video camera options: USB video cameras are lower resolution than the SONY or Pulnix video cameras previously used with Renishaw RM systems with WiRE 1.3. WinTV cards interface with WiRE 2.0, but may require a few extra mouse-clicks on software start-up and (4) Raman Installations Service & Software Training ? 2 days, Includes 1 day of installation and 1 day of software training with associated travel expenses. The upgrades must have a minimum warranty period of one (1) year, on components for repair or replacement of defective parts and labor on new and ex-demo equipment. Renishaw is the only party known to NIDDK that can meet the above requirements. The acquisition is to acquire software that will be able to interface with the current Renishaw Raman microscopes to modern computers running operating systems supported by the IT professional at NIH (Windows XP). The requested upgrade utilizes the existing functional components of our systems, while enhancing the reliability and capabilities of our two existing Raman microscopes. This is not a solicitation for competitive proposals. However, if any other interested party believes that it can meet the requirements it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing and must contain material in sufficient details to allow NIDDK to determine if the party can meet all of the foregoing requirements. Offers must also be accompanied by descriptive literature, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Capability statements and related materials must be received in this office by 3:00 p.m. EST on March 1, 2007. Faxed and emailed capability statements are NOT authorized. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
