- REQUEST FOR INFORMATION (RFI) This is a Request for Information (RFI) and not a Request for Proposal (RFP). The purpose of this RFI is to request information from interested parties supporting the acquisition of services to provide individualized information and technical assistance on job accommodations and other employment issues to individuals with disabilities, employers, and employment service providers. This is a request for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. Background: The Job Accommodation Network (JAN), established originally in 1983, is a free, national service of the U.S. Department of Labor??s Office of Disability Employment Policy (ODEP). JAN supplies publications, online resources, and technical assistance, at no cost, to employers, people with disabilities, employment service providers, educational institutions and others, regarding individualized job accommodations and workplace strategies for job applicants and employees with disabilities, and on a broad range of issues related to the employment of people with disabilities, including self-employment and entrepreneurship. JAN is staffed by experts, at least 80% of whom have masters level or higher degrees in the areas of law, economics, safety and environment, rehabilitation, and psychology. Project Description: ODEP is seeking qualified sources with relevant personnel, experience, knowledge, and capacity to perform a contract to facilitate the employment of people with disabilities by providing the following services: ?X Individualized Job Accommodation Information. The contractor will (1) gather, study, and catalogue information on job accommodations for individuals with all types of disabilities and functional limitations and (2) use that information to provide individualized assistance and resources on job accommodations to employers, people with disabilities, employment service providers, educators and others. ?X General Guidance and Information on Accommodations. The contractor will provide employers, individuals, employment service providers, educators and others with expert guidance and information on workplace accommodations and strategies, the job accommodation process, and relevant legal, statutory, best practice, and program information related to accommodations through a Web site, searchable online tools, written materials, materials in alternate formats (e.g., Braille), and in-person and web-based trainings. ?X Information and Referrals. The contractor will provide information and referrals on all aspects of employment of people with disabilities, including relevant employment laws and regulations, attitudinal barriers in the work place, transportation, independent living, self-employment, accessible technology, telecommunications access, training resources, community-based employment programs, and other topics that support the job accommodation process and the employment of people with disabilities. ?X Policy Analysis and Research. The contractor will support ODEP in its mission to provide national leadership in developing and implementing disability-related employment policy and practices. The contractor will (1) develop policy products and materials on job accommodations, assistive technologies, and health issues related to the workplace, and (2) conduct employer-focused research that quantifies and validates the cost-effectiveness of job accommodations for employees with disabilities, including the tracking and documenting of actual costs and employer benefits of job accommodations. Specific Tasks: The specific tasks required of the contractor include, but are not limited to the following ?V ?X The contractor will operate a staffed, toll-free information service (including direct access for individuals using TTYs or other text devices) that provides personalized information in response to inquiries about job accommodations from employers, individuals with disabilities, and others. The contractor will respond to phone, fax, and electronic requests for specific accommodations involving an individual??s employment situation by carefully analyzing the request and obtaining information on functional limitations, the essential functions of a particular job, and the business needs of the employer. ?X The contractor will maintain, and continually improve and expand, database, online and print resources on accommodation information so that credible responses to all job accommodation inquiries can be provided quickly and efficiently. The contractor will ensure that all information is (1) organized for easy access by staff and (2) easily searchable based on types of accommodations made, costs, cost-benefit data, specific functional limitations, types of disabilities, and other pertinent categories. ?X The contractor will provide information on, and referrals to, state and local organizations and agencies that can assist employers and individuals on the job accommodation process; the contractor will maintain and annually update an automated database of addresses of relevant entities and organizations. ?X The contractor will maintain a website that meets Section 508 standards and includes basic information about the services provided; information and resources about the job accommodation process; information for employers and others that facilitates the hiring, employment, retention, and accommodation of people with disabilities; information about the employment provisions of the Americans with Disabilities Act, the Rehabilitation Act, and other relevant legislation and regulations; and an online, searchable tool for accommodation strategies, that allows employers, people with disabilities, and others to cross-reference information on specific disabilities and associated specific functional limitations. ?X The contractor will review and recommend new and emerging technologies and electronic communication strategies that will make JAN??s electronic information services easier to maintain and update, and more accurate, timely or cost-effective. ?X The contractor will develop documents and materials that promote its job accommodation services and the mission/initiatives of ODEP. All materials produced in standard print must also be made available in large print, Braille, audiotape, and CD. ?X The contractor will develop and provide expert-level training programs and training materials for participation in conferences and speaking engagements. ?X The contractor will develop case profiles that provide examples of successful accommodations implemented by large, medium and small employers for applicants and employees with disabilities, without disclosing the identities of individuals or employers. ?X The contractor will support ODEP employer initiatives and activities by developing policy products and materials, and conducting research, related to employment-related topics including, but not limited to, job accommodations, assistive technologies, retention and return-to-work, and workplace health and productivity. ?X The contractor will establish and maintain effective working relationships with DOL??s related employment and training programs and services, as well as the broader workforce development system, government agencies, small business development centers, research and training centers, service organizations and others. THIS IS NOT A REQUEST FOR PROPOSAL. All interested parties who believe they meet these requirements are invited to submit a response in writing, no later than 2:00 pm, local time, February 28, 2007 that provides information describing their ability to provide these services. Vendors interested in performing this project must submit a Statement of Qualification/ Capabilities Statement that identifies their experience, capacity and proven disability employment expertise in the performance of services the same as or similar to the ones to be performed. The statement of qualifications must be no more than 5-pages, 12-point Arial font, provided in triplicate, and transmitted under a cover letter. The cover letter must cite the number of this notice, and it must state whether the respondent is a large, small or 8(a) business concern. Respondents that are small business concerns must also state whether they are small disadvantaged business and/or small woman-owned businesses. The letter must also state whether or not you hold a GSA Schedule Contract, including the Contract Number, and Schedule Number.
