- This is a solicitation notice to evaluate existing conditions of all Fire Doors and Frames along fire and smoke partitions as well as stairwell doors as identified at Wilford Hall Medical Center at Lackland AFB, Texas. Contractor shall determine if doors and frames are in compliance with NFPA 80. Contractor shall remove paint that is covering any door or frame label to bring doors into compliance. Provide summary report of fire doors and frames It is anticipated that this will be awarded using Simplified Acquisition Procedures in accordance with Federal Acquisition Regulation (FAR) Part 13. Vendors must be licensed and certified to evaluate and Certify fire doors in IAW NFPA 80: Standard of fire Doors and Other Opening Protectives; NFPA101: Life Safety Code; NFPA 252: Standaard Methods of Fire Tests of Door Assemblies. Proof of licensing and certification will be required and should be submitted with your quotation. The North American Industry Classification System (NAICS) code is 541690. All prospective offerors interested in submitting a quote must be registered with the Central Contractor Registration (CCR) and have a commercial and government entity code (CAGE Code). All responsive offerors will be considered by the agency. The entire solicitation will be made available on the Federal Business Opportunities (FBO) Web Site at https://www1.fbo.gov/. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. A site visit for this request will be conducted on Thursday 22 Feb.07 at Wilford Hall Medical Center, Lackland AFB, TX. All interested parties should arrrange to participate in this visit so that all questions may be presented to the personnel coordinating the visit. The visit will be from 1300 - 1500 CST, meeting at the Gateway East Gate Visitors Center, Lackland AFB, TX at 1200. The site visit briefing will be held in the Basement Conference room BE 32 in the Medical Center. All attendees require valid drivers license or other form of identification. Interested parties should submit their company name, mailing address, point of contact, phone number, e-mail address, and business status to Richard Webster (tel#:210-671-0792, fax#: 210-671-0674 , richard.webster@lackland.af.mil or TSgt Tracy Harris at (210-671-4882) tracy.harris@lackland.af.mil.STATEMENT OF WORK Fire Door Inspection, Testing and Labeling GENERAL The Contractor shall provide all personnel equipment, tools, materials, supplies, and labor supervision necessary to inspect, test and re-label existing fire doors and fire assemblies at Building 4550 at Lackland AFB as defined by this Statement of Work. REFERENCES: NFPA 80: Standard for Fire Doors and Other Opening Protectives NFPA 101: Life Safety Code NFPA 252: Standard Methods of Fire Tests of Door Assemblies 1.1 SPECIFIC REQUIREMENT 1.1.1 Evaluate existing conditions of all fire doors and frames along fire and smoke partitions as well as stairwell doors as identified on government provided floor plans. Determine if doors and frames are in compliance with NFPA 80. Remove paint that is covering any door or frame label to bring doors into compliance. 1.1.2 Provide summary report of fire doors and frames. At a minimum, report shall include the following 1.1.2.1 Door # (i.e. 1E07) 1.1.2.2 Type of Door (i.e. Hollow Metal, Solid Core Wood, etc), Type Frame 1.1.2.3 Manufacturer 1.1.2.4 Label missing from door (Y/N), frame (Y/N) 1.1.2.5 Required Fire Rating of Door and Frame based on NFPA 80 and NFPA 101 1.1.2.6 Identify whether door or frame with missing label can have a fire rating determined by comparison of doors with proper labels (same construction), nondestructive testing, and/or representative destructive testing (requires coordination and approval by Government before proceeding with any testing). 1.1.2.7 Identify if repairs needed to door or frame to make NFPA compliant 1.1.2.7.1 If door or frame not compliant, list all discrepancies and recommendations on how to correct 1.1.3 Upon approval of the summary report in para 1.1.2 perform testing necessary to determine fire rating of door and frames with missing labels. 1.1.3.1 Provide summary report of fire doors and frames test results used to determine fire rating 1.1.4 Provide and install new labels to doors and frames that are missing labels and are determined to be in compliance with NFPA. Labels shall be from a nationally recognized fire testing laboratory and recognized by JCAHO. 1.1.5 Remove paint from labels painted over without damaging the label. Mechanical methods of removing paint can be used on embossed labels. Non-embossed labels should have paint removed with chemical method. 1.1.6 Perform secondary evaluation of all doors and frames determined to be non compliant with NFPA after discrepancies have been corrected. 1.1.6.1 Provide and install new labels to doors and frames determined to be NFPA 80 compliant after secondary evaluation.
