Description

This project provides for a Two-Step, Design-Build construction process of a Dental Clinic at the Biggs Army Air Field in Fort Bliss, Texas. (FY 2007, BRAC-50, PN: 064136). The primary facility includes constructing a 58 chair, 35,500 SF Dental Clini c and building information systems. The building will include an X-Ray room, (Lead Lining that needs to pas rigorous testing), and a complex communication system infrastructure. The building will have an HVAC system with tight parameters, (e.g. air changes /per hour, positive/negative pressures, exhaust requirements, etc), and a sophisticated electrical system to support the medical equipment required. Supporting facilities include utilities, streets, parking and site improvements. Anti-Terrorism measures, m ass notification and access for individuals with disabilities will be included. The magnitude of construction is between $10,000,000.00 and $25,000,000.00. A firm fixed price UNRESTRICTED contract is anticipated to be awarded using Best Value Evaluation cr iteria. The RFP solicitation, (W9126G-07-R-0018), is anticipated to be issued on or about 6 March 2007, and offers will be due on or about 5 April 2007. No public bid opening procedures are applicable to this solicitation. Anticipated award date is 30 June 07. Anticipated project completion date is 28 February 09. FAR 52.219-14, Limitations on Subcontracting applies. The successful offeror is required to perform at least 15 percent of the final cost of the contract, not including the cost of materials, with its own employees. The 2002 North American Industrial Classification System (NAICS) code applicable to this project is 236220. SIC is 1542. The Product Service Code is Y199. The Small Business Size Standard is $31 Million.
