- Marine Corps Systems Command intends to issue a competitive solicitation for Individual Night Sight Thermals (IWNS-T) in the near future. The government reserves the right to cancel this solicitation, either before or after the closing date. The contractor shall perform all tasks required and delineated in the SOW to test, produce, manufacture, deliver and prepare associated documentation, provide logistic support, provide technical support, provide training (option), develop technical manuals and deliver a quantity of 2,170 IWNS-T systems. Contractors are required to propose a Delivery Schedule that shall not exceed one year from the date of contract award. The proposed contract will be a Firm Fixed Price (FFP) commercial contract. The solicitation is being issued for full and open competition. Applicable NAICS code for this project is 333314 with a size standard of 500 employees. Solicitation and any subsequent amendments will be posted through the electronic posting system (http://neco.navy.mil/). Paper copies will not be provided. Contractors will be solely responsible for monitoring the internet and obtaining the solicitation documents and any amendments. Interested offerors must ensure they are registered with the Central Contractor Registration in order to receive award of a contract. Information to register can be found on the internet at (http://www.ccr.gov/) telephone 1-888-227-2423. Offerors must also have registered Online Representations and Certifications Application (ORCA) at www.bpn.gov before submitting an offer. Questions concerning the solicitation must be emailed to Sonya Powers at sonya.powers.ctr@usmc.mil. All proposals will be evaluated in accordance with FAR 52.212-2, Evaluation-Commercial Items. The successful offeror will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. Award will be made on the basis of the following factors, listed i n order of importance: Technical Performance, Production Readiness, C ontractor Logistics Support, and Past Performance. Price proposals shall be structured using the Schedule of Supplies/Services in the solicitation. Prices must be FFP and include shipping in the unit price, as all items will be FOB Destination. Estimated issue date for the solicitation is on or about 21 February 2007, estimated proposal due date is on or about 21 March 2007. No response to this pre-solicitation is necessary.
