Description
The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Precision Engineering Division, intends to negotiate on a sole source basis under the authority of 41 USC 253 (c)(1), with ALIS/Carl Zeiss Corporation of Thornwood, NY, for a Orion Helium Ion Microscope. The Nanomanufacturing Strategic Program within the Manufacturing Engineering Laboratory (MEL) supports industrial commercialization of nanotechnology through the development of nanoscience and nanometrology. This program resides within the Precision Engineering Division and has moved into new territories, which include work on biological and non-biological nano-particles. There is a Competence Project currently running, which is titled: "Metrology for the "Fate" of Nanoparticles in Biosystems". The work in this project calls for sample preparation for imaging and dimensional measurements of biological samples for investigations at the nano-scale. Certain samples, especially biological ones, cannot be imaged or measured unless they are kept frozen during sample preparation and investigation in other types of scientific instrumentation. The new, unique technology called helium ion microscopy which has recently been introduced by ALIS/Carl Zeiss Corporation, will facilitate this program in its mission and in the support of nanomanufacturing. Only ALIS/Carl Zeiss can provide this equipment. The HIM has been developed and manufactured by ALIS/Carl Zeiss. ALIS/Carl Zeiss has proprietary rights to the helium ion microscopy technology and is the sole distributor of this microscope. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by February 23, 2007, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
