Description
The US Department of Labor (DOL), Occupational Safety and Health Administration (OSHA), Washington, D.C., Technical Data, anticipates awarding a GSA sole source contract to provide Journals in paper form as well to acquire electronic journal portal services. The service will provide the technical data center located in the Directorate of Science, Technology, and Medicine (DSTM) with hard copies of journals, e-journals and various database services from Date of Award through January 31, 2008. Requirements (Deliverables for Paper Journal Service) The NAICS code is 519190. Interested Parties shall submit a quotation no later than Monday, March 5, 2007, E.S.T. CCR-Requirement-Company/Vendors must be registered in the CCR; they may do so by going to CCR website at http://www.ccr.gov. Information received will be considered to determine whether to conduct a competitive procurement. REQUIREMENT: The contractor shall provide the following: items: 1. Vendor shall have the subscriptions sent to itself (125 titles) for check-in and physical inspection, and then deliver the journals to the Technical Data Center, 2) Automated check-in at the vendor site for all titles being ordered, 3) Insertion of tattle-tape strips into 95% of the journals, 4) Packing slips that accompany each delivery, 5) Twice weekly (Tuesday and Friday) delivery of the checked in and processed journals to the TDC by the best method available (ground service-United Parcel service), 6) Each journal must be stamped ?Property of the Technical Data Center? in an inconspicuous place on the front/back of the journal so as not to cover vital information such as the journal?s date, volume number, issue, etc. 7) Vendor must provide 80% of missing issues from a storehouse of collected issued to replace those in the Center, which are missing and provide them in a timely manner. The Center does not anticipate that it will miss a large number of issues, 8) Tthe vendor shall provide a Accumulative Report to the COTR in hard copy that identifies all journals by title, and issues, that have not been delivered to the Government as the end of the contract period, 9) Each month, the vendor shall submit a Statement of Account Report to the COTR identifying any credit earned by the Government during the previous calendar month and the reason for that credit. The report shall also identify the total amount of credit remaining, at that period in time, for the contract period. Electronic-Journals: The vendor shall maintain and support an electronic library via the internet with access to e-journal service, a Biomedical Reference Collection, CINAHL and A-Z Linksource. The vendor shall provide access, search, and retrieval of information from databases and their electronic publications installed on a server at the vendor's facility and made available through the vendor's search interface. Other Service included: Portal Service- (gateway) vendor shall provide a single search interface to information resources in a wide array of formats via communications links to disparate information retrieval systems. The function of portals is to provide centralized access and federated searching of websites or products and/or other electronic information retrieval systems. Electronic Serials- The vendor shall provide access to an archive or back issues of the e-journals, by maintaining the files centrally or allowing the subscriber to retain an archival copy. Current Awareness (Alerts)- The vendor shall provide personalized alerts, trackers, SDI (selective dissemination of information), or table of content services, current awareness services monitor electronic databases/publications and report items that match a user-specific interest profile or search strategy. Current awareness search results are delivered to the user electronically. Reports and Invoicing: -The vendor shall invoice for the entire subscription price when the order is place. Reports: Management Data/Reports. Specifications. At no additional charge and on demand, the vendor must provide information as specified by OSHA such as: E-metrics Usage data ? In order that TDC may be able to analyze patterns of their usage, the vendor shall provide TDC with readable format e-metrics usage data analyzing the Centers? usage of their products/services. The vendor shall identify the usage and label it by account users number. On-demand reports showing cost, availability, terms of access, and licensing requirements for all titles in the Centers collection. The Center also request that a detailed report of journal usage, statistics, and reports be given upon request. Personal Representative. (Customer Service)- At no additional cost, the Vendor shall assign a representative by name to provide personalized in-house assistance (via telephone). Technical Requirements (Deliverables) The vendor shall maintain a electronic library on OSHA's Intranet which: -Provide Access: (a) IP Addresses (b) Register (c) Proxy Support (d) Portal/Access Lists (e) Authentication (f) URL Maintenance -Administrative Solutions: Customization to allow branding (e.g. adding the library?s logo and contact information. (a) User IDs (b) Admin. Module Information (c) Preferences (store) (d) Holdings List (e) Access Restrictions (f) View Rights for Use -Provide Support: (a) Troubleshoot/Triage -Evaluate/Monitor: (a) Usage Stats -Support in Acquiring the databases and services: (a) License Terms- same terms as the Library of Congress FEDLINK contract.
