Description
Request for Expressions of Interest Development and Land Reuse Opportunity VA Medical Center Chillicothe, Ohio OVERVIEW The United States Department of Veterans Affairs ("VA") under its Enhanced-Use Leasing authority (38 U.S.C. ? 8161 - 8169), is seeking "expressions of interest" from bidders interested in an opportunity to lease, develop, and use, and maintain the VA Memorial Stadium real property at the Chillicothe VA Medical Center, in Chillicothe, Ohio ("VAMC Chillicothe"). The "Enhanced-Use Lease" ("EUL") could be for a term of up to a minimum of 30 years. The VA Memorial Stadium property is located on federal property and is identified as Building 244. VA would enter into a lease for the existing property consisting of bleachers, playing field, and grassy area east of Talbott Road and south of the Stadium. The VA Memorial Stadium is currently operated by the Chillicothe Paints Baseball Team. The selected bidder would be required to provide VA with "fair consideration" as determined by the Secretary. Such consideration could include monetary, and/or "in-kind" consideration such as financing, designing, developing, constructing, equipping, furnishing and maintaining the facility in accordance with all applicable Local, State and Federal requirements. BACKGROUND VA Memorial Stadium was built by the Blue Star Mothers on the grounds of the VA Chillicothe VA Medical Center and was dedicated on May 1, 1955. During the past several years, the stadium was used as home field for the Chillicothe Paints Professional Baseball Club, an independent minor league baseball team affiliated with the Frontier Professional Baseball League. SCOPE AND NETWORK OBJECTIVES Under VA's Enhanced-Use Leasing statute, VA would provide a long-term lease of property (up to a minimum of 30 years) in order for a selected bidder to finance, design, construct and operate permissible uses consistent with applicable local, state and federal codes, regulations, and land uses and be consistent with VA's mission and operations. VA Chillicothe wishes to enter into an enhanced-use lease (EUL) to use the existing VA Memorial Stadium as a multipurpose facility for the citizens of Ross County and surrounding areas, to enhance the facility for the use for VA activities and to preserve this facility as a living memorial to our veterans. CONTACT AND DEADLINE TO REPLY The Department's intends to promptly pursue this expression of interest through issuance of a subsequent "Request for Proposals leading to a selection of a developer, or due to limited interest, VA may choose to pursue a Direct Source Enhanced Use Lease.
