- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement (No Substitutes): Manufacturer: Aeroflex. 1 each; Arbitrary Waveform Generato r(AWG), PN: CS25022F-4G-RF2G with the following additional accessories/options: (1) 12 GB Memory Upgrade; (2) Two RF Upgrades: RF CPCV 3 GHz UP, and RF CPCV 6 GHz RF Upgrade. (3) Digital Up converter UPCV NB OPT (output playback option). (4) The followi ng 10 (ten) peripherals: 1 each; KVM 1U 17; 1 each SYS80 CTRG; 1 each; 300 GB HD UP; 4 each; 300 GB HD CRTG; 1 each; shock mount Transit Case 15U; and 2 each; RS-AUX, rack sides. (5) The following nine (9) software packages: 1 each VSS-BASIC; 1 each V SS-PSK/QAM; 1 each VSS-FSK/MSK; 1 each VSS-AM/FM/PM; 1 each; VSS-AGILE; 1 each VSS-MIX; 1 each; VSS-ETSl; 1 each; VSS-TIA; and 1 each CS RMT BSG. (6) Site Install: Two (2) installation and training packages. FOB DESTINATION: Fort Huachuca Arizona. Paym ent will be made by Government credit card under Net 30 Terms. Offers are due no later than 12 noon, Mountain Standard Time, Friday, 23 February 2007. Offers shall be submitted electronically at: carmen.simotti@epg.army.mil. EVALUATION CRITERIA/PROCEDURE S: Offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the requirement, Proposed Delivery Schedule, Past Performance, and Price. The synopsis/solicitation document and incoporated provisions and clauses are those in effect through Federal A cquisition Circular 2005-15. This is a nonrestrictive. The NAICS code is 334515. The solicitation is issued as a request for proposal (RFP) and will be awarded as a firm-fixed-price. All Electronic and Information Technology will be Section 508 of the Rehabilitation Act of 1973 compliant. The following FAR provision 52.212-1, Instruction to Offerors Commercial items, applies to the acquisition. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluation criteria a bove). Offerors shall include a completed copy of FAR provision 52.212-3,Offeror Representations and Certifications Commercial Items, and furnish Offeror's Tax Identification Number, CAGE Code, Central Contractor Registration Number, DUNS Number, and appli cable FSC Codes with its offer. FAR clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition. FAR clause 52.21 9-8, Utilization of Small Business Concerns apply. The government reserves the right to select for award, all, some, or none of the proposals received in response to this announcement.
