Description
The National Park Service, Historic Preservation Training Center, is soliciting proposals for all labor, materials, equipment and travel necessary to design, assemble, and install a comprehensive Dust Collection System for the removal of wood chips, sawdust, and fine dust from the Historic Preservation Training Center's (HPTC) Wood Shop and Paint Room located within the Jenkins Facility at 5 Commerce Street, Frederick, Maryland. The Wood Shop area encompasses approximately 2800 square feet. The adjacent paint room encompasses approximately 650 square feet. The ceiling heights in both spaces vary from 10' high along the exterior walls to 20' high under the central roof monitor. Government personnel will need to maintain operational capabilities within the Wood Shop and Paint Room to the greatest extent possible during the construction period. The Contractor shall work closely with the Contracting Officer's Technical Representative and HPTC shop staff members to gain an in-depth working understanding of the shop machinery and facility operations and procedures. Work shall include all related mechanical and electrical hook-ups and connections, rough and finish carpentry, and related masonry work necessary to install a complete Dust Collection System. All primary and secondary branch ductwork shall be run overhead. Critical design elements are noise suppression and control of fine dust which is adversely affecting the existing HVAC system. The system shall have equipment connects to eight pieces of equipment, eight large semi-stationary pieces of equipment, five work bench stations, and a minimum of four floor sweep stations as follows: (1) Stationary Equipment: Suction hood or equivalent collections to the following machines: mortiser; tenoner, small radial arm saw; large radial arm saw, large table saw; jointer, planer and wood lathe. (2) Semi-Stationary Equipment: Suction hood or equivalent collections with flexible drop ducting to facilitate equipment movement to the following machine: Up-right sander; Spindle sander; Band saw; Shaper A, Shaper B, Drill Press; small table saw, and Molder/Planer. (3) Work Bench Stations: Overhead flex-line drop collections for hand held portable equipment (hand sanders): Work Bench A, Shop Area, Work Bench B, Shop Area; Work Bench C, Paint Room; Future Work Bench, Existing Break Room; Future Work Bench, Existing Break Room. (4) Floor Sweep Stations: A minimum of four stations with vacuum hose attachments shall be located strategically along the perimeter. At least three stations shall be located in the Wood Crafting Shop and one station located in the Paint Room. Wood chips, sawdust, and fine dust shall be collected through a two-state outdoor separator located on the facility's south elevation adjacent to the paint room. The separator shall include the following: Concrete base; cyclone (centrifugal) separator; integral blower; after filter with powered filter cleaning system that recycles the air back into the building to minimize heat/cooling loss and maintains an even air pressure; and 55 gallon drum dust catch system with sensor to indicate when drum is full to avoid back clogging the catch system chute. All work shall be done in accordance with applicable OSHA standards for dust exposure limits and related noise suppression. Work shall also be in accordance with the latest industry standards and all state and local building codes and ordinances. The Contractor shall obtain a building permit and coordinate all necessary inspections as required by the City of Frederick for this project. The estimated construction range for this project is between $25,000 and $100,000. A Preproposal Conference is scheduled at the building on March 13, 2007 at 10:00 a.m. to inspect the site. Proposals will be evaluated by the Technical Evaluation Panel using the Evaluation Criteria and assigned weights identified in the Solicitation. Criteria A, Experience in design, installation and testing of Dust Control Systems, Maximum Score 40 Points; Criteria B, Technical Approach and Implementation Plan, Maximum Score 30 Points; and Criteria C, Completion and Follow-Up, Maximum Score 30 Points. The Government anticipates award of a firm-fixed price contract on or before April 30, 2007. The Solicitation with specifications shall be posted on or about March 5, 2007. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED.
