Procurement History Kaufman Company $241.60 5130-00-893-5536 UI: EA QTY 91 ANGLE ATTACHMENT, DRILL CHUCK: DESCRIPTION The technical description herein covers one type flexible drive shaft, 30 inches long, with swivel adjustable head and 1/4 inch chuck capacity. Detailed dimensional requirements shown in Figure 1. (Contact GSA FSS HSS Technical Services Division, 6FEE for copy) shall be complied with. Design: The Shaft assembly shall be designed for dynamic application, 1,800 revolutions per minute (RPM), intermittent duty, clockwise torque delivery. Construction: The shaft assembly shall be complete so that it shall be ready for operation. Construction shall be free from any characteristics or defects that will prevent the shaft assembly from passing any examination. Interchangeability: All parts shall be manufactured to tolerance standards that will allow replacement of worn or damaged parts without modification of the shaft assembly or the parts. Fastening Devices: All screws, pins, bolts, and similar parts shall be installed with means for preventing loss of tightness. All such parts when subject to removal or adjustment shall be swaged, peened, staked or otherwise permanently deformed. Surfaces: All Surfaces shall be cleaned and free from sand, dirt, fins, sprues, scale, flux or other harmful or extraneous materials. External surfaces shall be smooth and all edges shall be rounded or beveled. All external surfaces which are susceptible to corrosion shall be treated to resist corrosion. Zinc or cadmium plating is not acceptable. Threads: All threaded parts shall be in the inch system and shall conform to Handbook H28. Components: The shaft assembly shall consist of a flexible core with end fittings, casing assembly with end ferrules and external casing reinforcements and a holder with an adjustable swivel head including a 1/4 in capacity drill chuck (see attachment 1). Core assembly: The core assembly consist of the basic flexible drive element with securely attached end fittings. The core shall be made up of layers of wire wrapped around a single flexible wire with each successive layer wound in alternate directions and the final outer layer wound for right-hand torque applications. The end fittings shall be adaptable for transmitting rotating motion from the power source to the drill chuck. Casing assembly: The casing assembly shall consist of a tempered steel liner with a wire braid overlay, an oil and abrasion resistant rubber, neoprene or polyvinyl chloride outer cover with terminal ferrules and external reinforcements at both ends of the casing. The casing assembly shall withstand the all flexibility and resilience tests written within this purchase description. The casing assembly shall cover all rotatable components except the tang of minimum length if 63/64 inches on the input end and the chuck on the output end. Holder and head assembly: The assembly shall be similar to figure 1 and shall not exceed the dimensions specified. The head shall swivel full 360 degrees and shall have a locking device for securing the head at any position within the swivel range. Revolving parts including shafts and the chuck mounting spindle shall be mounted on anti-friction bearing. Lubricating fittings and grease retaining seals shall be provided where applicable. The chuck shall be infinitely adjustable for chucking all size drills within a range of 1/16 to 1/4 inch inclusive. The total weight of the assembly shall not exceed three pounds. Gears: All gears shall conform to the applicable requirements of the AGMA standard 360-01. Special tools: All special tools required for adjustment and maintenance of the shaft assembly shall be furnished by supplier. Lubrication: The shaft assembly shall have provisions for lubrication between moving surfaces. Gear enclosures shall have provisions for retaining grease. Intended Use: The shaft assembly covered by this specification is intended for use in conjunction with electrical or pneumatic powered portable hand tools for drilling reaming, deburring, sanding or polishing applications in areas inaccessible to conventional powered hand tools. Core assembly deflection: Angular deflection of the core assembly shall not be more than 20 degree per foot of length with 4 inch pound torque applied in the right-hand (winding) direction. Casing assembly A. The casing shall not flatten, crack or show permanent deformation after bending around a 4 inch radius to 180 degree arc. B. A static load of 50 pounds, applied in line with the axis of the casing, shall not break the casing or cause separation of the ferrules from the casing. ENVIRONMENTAL FIELDS TE.6. PRIME Packaging for this product is compliant with the U.S. Navy "Plastics Removal in the Marine Environment (PRIME)" program which calls for non-plastic packaging, packing, and associated marking requirements. The definition of plastic shall be in accordance with that given in ASTM D883-00, "Standard Terminology Related to Plastics". ITEM MARKING Mark each item in a permanent and legible manner with manufacturer's part number and name or identifying symbol. PACKAGING One (1) item shall be preserved and packaged in a unit package designed to protect the item against damage during shipment, handling, and storage. PACKING The unit packages shall be packed in a close fitting fiberboard box in compliance with the Uniform Freight Classification and the National Motor Freight Classification requirements of Rules, Item 222, Sec. 3., Minimum 200, or ECT 32. MARKING All unit, intermediate, transport packages and unit loads shall be marked and bar coded for delivery to civilian activities in accordance with the latest version of FED-STD-123, "Marking For Shipment (Civil Agencies)", or marked and bar coded for delivery to military activities in accordance with the latest version of MIL-STD-129, "Military Marking For Shipment and Storage". "Latest version" is defined as the version in effect on the date of bid submittal. Federal Standards and Military Standards can be accessed on-line via the Defense Logistics Agency's "Assist" Quicksearch web site: http://assist.daps.dla.mil/quicksearch/ Palletization: The shipping (transport) containers shall be palletized. The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, and double-face non-reversible pallets. The palletized load shall not exceed 2500 pounds in weight for shipments to the Eastern Distribution Center (Burlington). The palletized load shall not exceed 2000 pounds in weight for shipments to the Western Distribution Center (French Camp Location). The palletized load shall not overhang the pallet deck board edge by more than 1 inch and shall not exceed 53 inches in overall height (including pallet). Less than half pallet loads or loads shipped by small package carrier in acceptable transport packing need not be palletized. When less than full but more than a half pallet is used, the palletized load shall utilize proper bracing and/or reinforcement to ensure that the load can withstand two additional loads placed on it. Stacking: A load-stacking test shall be performed once, at the beginning of the contract, for each different unitized or palletized load configuration. A fully palletized load shall be tested utilizing a total stack of three palletized loads, with all the proper bracing and/or reinforcement necessary to perform the test. There shall be no evidence of damage to the pallets, shipping containers or products when stack is tested on the rigid surface for a minimum of 24 hours, in compliance with all the National and Local Safety Regulations. The pre-tested palletized load configuration shall be duplicated using the same packaging materials, pattern, number of shipping (transport) containers, and procedures consistent throughout the duration of the contract. Palletized loads shall be stable and safe when handled with mechanical equipment by qualified personnel. Materials: All lumber used inside or outside a shipment shall be bark free. No used wood pallets with repaired components or stringers will be acceptable. All wood pallet stringers shall be manufactured from hardwoods. Pallets manufactured of materials other than wood, shall conform to all the requirements specified herein. Unitization: For the purpose of this requirement, the assembled group of containers or items in a single load that can be handled as a unit throughout the distribution system. Unitization encompasses, but is not limited to, consolidation in a container, placement on a pallet or load base having forklift capability, or securely binding together. Shipments should be considered for unitization where appropriate or specified. Unitization of pallet load: The palletized load shall be unitized and secured to the pallet to insure that the load arrives intact without product damage. The containers or items shall be placed in a suitable pattern to form a stable and balanced load. Vertical, horizontal or filler reinforcement shall be added as necessary to meet the stacking strength requirements. A palletized load shall be secured to the pallet by shrink or stretch wrapping, and/or, by steel or nonmetallic strapping. When steel or nonmetallic strapping is used, edge protectors shall be provided to prevent damage to the cartons when tensioning the strapping. As a minimum, two straps shall run lengthwise, two straps shall run widthwise, and two straps shall run around the girth of the palletized load. A palletized load shall be capable of protecting the products against damage in a multiple handling, transportation, and storage environment having distribution warehouses with rack systems that support the load/s overhead of warehouse personnel. Notice of special requirements for shipment to European Union countries: Per Clause D-FSS-468, non-manufactured wood pallets and other non-manufactured wood package material used in shipments destined for ultimate delivery to or through a European Union (EU) country shall comply with the Emergency Measures (2001/219/EC) adopted by the Commission of the European Communities (CEC). Additionally, shipments delivered to DoD distribution facilities or freight consolidation points for eventual delivery to or through EU countries shall comply with applicable DLA Regulations and Procurement Letter PROCLTR 02-17.
