- The U.S. Social Security Administration (SSA) is seeking to determine if the International Social Security Association (ISSA) is the only source capable of meeting researching and writing, in collaboration with SSA, the document Social Security Programs Throughout the World (SSPTW) or if other sources can provide these services to SSA. Specifically, SSA is attempting to determine if another source can update the information for the social security programs in 172 countries in each of the 4 regional volumes of SSPTW, produced at 6-month intervals. This may require translating the survey into French, Spanish or German; conducting additional research where needed; and, contacting other social security-related organizations in a particular country. This requires surveying the social security institutions in each country for changes in their programs since the 2006/2007 edition and working in conjunction with SSA?s Office of Policy (OP). The OP serves as technical consultants and editors and are responsible for the final production of the electronic and hard copies for each volume. Vendors having the capability and experience to provide the services detailed herein are invited to capability statements. Vendors capability statements MUST include the following: 1) Demonstrated success in conducting research and writing on social security programs in countries around the world to include working in English, Spanish, French and German; working with a network of social protection specialists around the world; and, conducting an international social security survey, 2) Demonstrated knowledge of, and familiarity with: international social security programs; social security terminology in English, Spanish, French, and German; evaluating survey responses; and, incorporating the information into a publication, and 3) Detailed explanations of the strategy that will be used to produce SSPTW in conjunction with SSA, which must address the required services outlined above. This is an information-gathering effort only. The information received will be used in SSA's assessment of capable sources. Requests for copies of a solicitation and/or telephone calls will not be honored or acknowledged. The Government will not pay for information received. Interested firms who believe they are able to provide the required services are invited to submit information in sufficient detail to demonstrate their ability to provide the required capabilities.
