Description

The Vicksburg Consolidated Contracts Office, Alexandria Office, intends to negotiate a new sole source contract with SecuriMetrics, Inc. to upgrade and manufacture Handheld Interagency Identification Detection Equipment (HIIDE). The statutory authori ty for this requirement is contained in 10 U.S.C. 2304 (c)(1) and FAR Part 6.302-1 (a)(2). Based on an extensive market research conducted with knowledgeable individuals in the Government and related industry, only one responsible source was found to be ca pable of manufacturing a rugged handheld, lightweight, stand alone, full function, portable, multimodal collection and identification device that uses iris, finger and facial recognition biometrics for enrolling, identifying and verifying subjects. SecuriM etrics, Inc. was the only manufacturer found that could meet the governments requirements in a single handheld device. This Notice of Intent is not a request for competitive quotations. A determination by the Government not to compete the proposed acquisi tion based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
