- THIS SYNOPSIS IS BEING MODIFIED TO CHANGE THE REQUIRED QUANTITY FROM 223ea TO 430ea. NOUN: F100 ENGINE-TUBE ASSEMBLY NSN: 4710-01-213-5983NZ P/N: 4068748-01 ITEM DESCRIPTION: F100 ENGINE-TUBE ASSEMBLY, METAL LENGTH: 20.0 X DIAMETER: 0250 INCHES. TRANSFERS PRESSURIZED FLUID FOR HYDRAULIC ACTUATION BETWEEN COMPRESSOR INLET VARIABLE VANE ACTUATORS. PREDOMINANT MATERIAL: STAINLESS STEEL. Qualifications Requirements: This is a competitive requirement and sources must be qualified prior to being considered for award. To be eligible for contract award, the offeror must be an approved source IAW FAR 52.209-1, Qualification Requirements. The Government is not required to delay contract award to review pending Source Approval Requests (SARs). Therefore, offerors are encouraged to submit SARs as soon as possible. If the Government has not completed review of a SAR when the contract is awarded, the SAR will be retained and the source will be reviewed as a possible source for future awards. This solicitation is for new manufactured material or surplus. Only government/commercial new and unused surplus material is acceptable. The solicitation will contain instructions for obtaining further information on becoming qualified. The requirements of FAR 9.202 (a) (1) have been completed and copies of the qualification requirements and standards may be obtained as described in the solicitation. Due to the complexity and criticality of this part, only actual manufactures that have successfully completed all testing required by the original company responsible for the design, or manufacturers that have successfully completed all testing on items determined by the government to be similar in complexity and critically can be considered approved sources for this item. Electronic procedures will be used for this solicitation. QUALIFIED ACCEPTABLE SOURCES -MANUFACTURER CAGE CODE: 52661 & 77445, UNITED TECHNOLOGIES. QUANTITY: 223 EA DELIVERY: On or Before 31 MAR 2008. FIRST ARTICLE TEST: QUANTITY: 1 LO (EXPENDED) DELIVERY: On or Before 28 SEP 2007. FIRST ARTICLE CONTRACTOR DATA: QUANTITY: 1 LO DELIVERY: On or Before 30 NOV 2007. The approximate Solicitation date on FedBiz Ops will be 05 FEB 2007 with and estimated response date of 07 MAY 2007. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm listed. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: While price will be a significant factor in the evaluation of offers, the final contract award may be based upon a combination of price and past performance factors as detailed in the solicitation. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
