Description
This request for information (RFI) is intended to seek industry and other interested parties' comments and information on the following salient characteristics specific to a Network Fax System. The goal of this RFI is to continue the Federal government dialogue with industry and other communities of interest, and to ensure to the maximum extent possible that industry input and comments and other information are given proper and due consideration in development of a Network Fax System. The information received in response to this RFI may be considered in the development of any subsequent statement of work, may serve as input to policy considerations, and is intended to obtain a "sense of the industry". The information received will be considered and may be factored into future decisions. When the responses to the RFI are received they will be evaluated and analyzed. Proprietary information submitted as part of responses to the RFI should be clearly identified and will not be disclosed. This RFI is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and the Government's use of such information. Responses to this RFI are to be submitted and addressed to Roberta Truax, at the above referenced e-mail address, no later than February 26, 2007. General requirements for a Network Fax System include, but are not limited to, the following: ? Process and store approximately 1.4 million faxes per year - 15 to 30 pages each ? Capable of receiving faxes through 16 analog lines ? Run on current versions of Microsoft Server and desktop operating systems ? Not a proprietary hardware solution ? Capable of sending faxes through same lines ? Does not depend on electronic mail for transport ? Does not be dependant on internet for any reason ? Hosted in OST headquarters facility ? Able to connect to electronic mail at a later date as needed. Lotus or Exchange Must include pdf creation capability(module) ? Include OCR conversion capability (module) ? Accept attachments to be stored with fax document ? Capable of integration with multi-function devices at a later date ? Capable of integration with external applications at a later date ? Ability to receive documents as print files from enterprise desktop computers ? Ability to store documents and track send time, receipt time, forward time, user access times, user notations ? Accept searchable metadata descriptors ? Configurable for multiple level user security ? Accessible from both installed client software and web browser client ? Client software shall be installed on approximately 1000 user desktops at approximately 85 locations throughout 49 continental states. Remote install to distant locations possible with MS SMS or similar technology ? Capable of sending and receiving through low bandwidth network connections (56KB) ? Enterprise management console capable of use by multiple administrators simultaneously ? Capable of daily backup ? Capable of data restore as needed ? Client and server side shall be capable of operation with DOI/OST security templates installed Document storage and compatibility includes, but is not limited to, the following: ? System shall be compatible with Microsoft Sharepoint Content management ? System may use its own content management system as long as it is compatible with above System must be compatible with Sharepoint workflow processing: ? System may use its own workflow processing system as long as it is compatible with above System must be compatible with Sharepoint electronic forms: ? System may use its own electronic forms system as long as it is compatible with above Hardware: ? Vendor shall specify server hardware required for installation. ? Vendor shall specify fax communication hardware if not supplied ? Vendor shall specify network and communication connection requirements ? Unique hardware shall have a priority support/replacement plan of no less than 24 hours Installation and Training: ? Vendor shall provide a detailed proposed travel and lodging expense estimate ? Vendor shall provide a detailed fee and charge schedule for all work required ? Installation shall include complete system installation and testing ? Installation shall include servers, client desktops, fax printer drivers, MS SQL database, database connections, database maintenance stored procedures, database backup and restore procedures, management consoles, fax routing, fax delivery algorithms, cover pages, custom cover pages, custom annotation fields, organizational hierarchy, hierarchical security, fax boards, fax board drivers, web services ? Installation shall include a pilot of a small line of business ? Upon acceptance of pilot, stages of release to general population shall commence ? Training shall include end users. CBT will be allowed for remote users ? Training shall include elevated functional super users/product experts/trainers ? Training shall include fax system administrators with trouble shooting expertise ? Training shall include infrastructure support staff including backup, recovery, daily support routines ? Complete documentation of system design, operation, maintenance routines, and custom coding shall be supplied by vendor upon completion Maintenance and continuity ? Vendor shall provide proposals for multiple support and maintenance plans Customization and Integration ? Vendor shall supply cost schedule for customization and future integration that will be needed in future ? Vendor shall supply estimated cost for future redundant installation at a coop site ? Vendor shall supply estimated cost for future fault tolerant system using clustering or similar technology
