- Description
- (i) This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. (ii) Request for Quote (RFQ) F3F2AC7016A100 is a combined synopsis/solicitation for commercial items. This combined synopsis/solicitation is issued as a RFQ. Submit written offers only, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). (iii) This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15 and through Department of Defense Acquisition Regulation Change Notice 20070122. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at: http://farsite.hill.af.mil/vffar1.htm (iv) This procurement is being issued as an open solicitation. North American Industrial Classification Standard: 423830; Small Business Size Standard: 100 employees. (v) CLIN (0001) Aircraft Systems Tester Must meet or exceed the following requirements ? measure the level of DC or AC voltage ? measure the current flowing through a simulated internal load lamp, eliminating need for load lamp to identify powered circuits ? measure conductor and insulation resistance with foreign voltage compensation capability eliminating need to deactivate power to measure resistance ? able to provide an extended-period resistance measurement that can expose moisture or corrosion-induced faults; usually performed between a conductor and shield/airframe ground ? able to provide a precision 4-wire resistance measurement for sub-ohm measurements, eliminating the need for a special resistance bridge ? measure the capacitance of a component or circuit, eliminating the need for a separate capacitance bridge ? able to apply an adjustable, interrupted AC signal for wire locating, eliminating the need for a separate tone source for signal tracing - able to precisely locate the distance to a resistive fault ? selectable pulse width, length setting, gain, velocity of propagation and noise filter, displaying a graphical representation of events on a circuit that can be used to identify faults and determine the distance to them in inches - able to automatically analyze a conductor or circuit for faults, automatically position cursor and classify most significant fault, and must recommend RFL if high resistance fault is present minimizing requirement for manual trace analysis ? able to self calibrate and maintain accuracy over time ? able to store results permitting viewing or uploading of stored test data, allowing for future comparrison ? able to measure the loop resistance and the resistance difference between two conductors in a pair, detecting imbalance between two conductors in a pair that can lead to noise problems - have Ohms to distance calculator - have both English and metric units available - survive a 5 ft. drop onto concrete in soft case - meet EN 61326-1:A1:1998 and A2:2001 Class B (radiated emissions); EN61000-4-2:1995 (electrostatic discharge); and EN 61000-4-3:1995 (radiated immunity) - meet MIL-STD-810F, Method 514.5 - meet IP64 per IEC 529(1989) for rain and dust; meets immersion test IP67 to 0.15 m deep - meet MIL-STD-810F, Method 511.4, Procedure I - provide at least 22 hours typical use (v) FOB-Destination for delivery to: 366 AMXS 1030 LIBERATOR ST, MOUNTAIN HOME AFB ID 83648-5442. Delivery NLT 28 Feb 07. Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control (QC). (vi) (ix) The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on All or None and Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability. (vii) The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-4 addendum is also included.
