- Electricity and ancillary services, for ultimate delivery to Department of Defense and Federal Civilian installations located in Maryland, New Jersey, and Virginia ? 141,128 MWh. No award will be made to an offeror who at the time of award is not on the state approved list of energy service companies (ESCOs) in the state in which award is to be made. The Government is soliciting offers for a 18-month delivery period for the Naval Research Lab (from meter read date occurring in June 2007 to the meter read date occurring in December 2008), and a 12-month delivery period (from meter date occurring in June 2007 to the meter read date occurring in June 2008) for all other accounts. Individual line item quantities will be estimated in the schedule contained in the solicitation. Any contracts awarded will be Firm Fixed price (FFP), Requirements type and Requirements type utilizing Locational Marginal Price (LMP) contracts. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information; proposals are being requested and a written solicitation is available. This announcement and the document, which can be accessed at the URL identified below, constitute the only solicitation. The solicitation is issued as a Request for Proposal (RFP) and has incorporated provisions and clauses as in effect through Federal Acquisition Circular 2001-26. Additional requirements may be added by Amendment. All responsible sources may submit a proposal, which shall be considered.
