- SOURCES SOUGHT FOR TITLE WORK SERVICES FOR CONSERVATION EASEMENTS The United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) Michigan is issuing this Sources Sought to conduct market survey to determine the availability and technical capability of firms interested in performing the work described herein. The applicable NAICS code is 541191. After completing an analysis of the responses, the Government will determine whether to issue a solicitation for a Blanket Purchase Agreement (BPA) for Title Work Services. Background: The United States is purchasing a conservation easement from landowners that allow the Natural Resources Conservation Service to protect, restore, maintain, manage, and monitor the vegetation and hydrology of the land that is ultimately placed under easement. Wetland Reserve Program (WRP) offers landowners an opportunity to protect privately owned wetlands. The purpose of the Wetland Reserve Program in Michigan is to provide a wide diversity of high quality wetland, and associated upland as habitat for migratory birds and wildlife, water quality improvement, ground water recharge, attenuation of flood waters, control of shoreline erosion and filtration of water borne sediment. The Grassland Reserve Program (GRP) offers a new opportunity for landowners to protect privately owned grasslands. The GRP was authorized in the 2002 Farm Bill with the intent of protecting grasslands which play a vital role in protecting water quality and providing wildlife habitat. Potential sources must be able to complete the following tasks: 1. Adhere to the Department of Justice, Title Standards 2001 with the ability to complete 25 year searches, 40 year searches, 60 year searches, and 80 year searches for potential easement areas. 2. Be able to complete and submit a Preliminary Title Commitment within two weeks (14 days); more days may be authorized depending on size and difficulty of work. Title Commitment within two weeks (14 days). Also, complete and submit Title Policy, once the recorded documents have been received by the issuing Title Agent within one week (7 days). Sources that can provide the above services should provide a capability statement, limited to 10 pages or less, containing the following information: 1. A cover letter that includes the company name, and points of contact with telephone numbers and e-mail addresses. 2. A brief description of the company?s technical capabilities to support the requirements above including the number of personnel capable of providing the requested services. 3. A brief description of the company?s experience with similar projects including a summary of work complete, agency to whom it was performed and points of contact with telephone numbers and e-mail addresses. 4. Identification of company business size (i.e., large, small, 8(a), SDVOSB, HubZone, etc.) 5. Identification of DUNS number and CAGE code. Firms who have the experience, as well as an interest in doing business with USDA, NRCS Michigan should submit their capabilities statement to, USDA ? NRCS, ATTN: Contracting Office, 3001 Coolidge Road, Suite 250, East Lansing, MI 48823 or via e-mail to gay.mullen@mi.usda.gov or bonnie.kilgore@mi.usda.gov no later than February 13, 2007, 2 PM EST. This notice is issued as part of NRCS?s market research to identify potential sources with relevant experience and capabilities. This notice is not a request for competitive proposals.
