Description

***The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Capres A/S, of Lyngby, Denmark, for the purchase of a SPM-CIPTech system. ***Sole Source determination is based on NIST?s requirement for a CIPTech system that will meet the demands of the new research program here at NIST, the NIST Competence Program in Magnetics Sensors. Capres is the only vendor that offers a SPM-CIPTech that meets our technical requirements. Specifically, no other vendor can meet the NIST requirement for a CIPTech system that can take hundreds of measurements per year (The Capres system takes a measurement within a 10 minute time-frame, which allows for hundreds of measurements per year). In addition, IBM holds the patent for this instrument and the only company that holds a license is Capres A/S. As a result, Capres A/S is the only authorized manufacturer of the SPM-CIPTech system. ***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 90 days after receipt of order.*** ***The North American Industry Classification System (NAICS) code for this acquisition is 334413, and the size standard is 500 employees.*** ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by March 07, 2007.*** A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
