Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Janis Research Company, Inc., Wilmington, MA for a 0.1 Watt, 4.2K Optical Cryocooler system. This notice is for informational purposes only. The provisions and clauses are those in effect through Federal Acquisition Circular 2005-15, FAR 13.106-1(b)(1), along with Statutory Exception 41 USC 253(c)(1), only one responsible source. The optical cryostat system manufactured by Janis Research Company, Inc., which provides the interface to the existing mass spectrometer, incorporates a Sumitomo Heavy Industries, Model SRDK 101D-A11, air cooled cryocooler. The Quantum Information and Measurements project requires a compact 4.2 K optical Cryocooler for incorporation into a mass spectrometer detection system. The cooler will be used in conjunction with cryogenic detectors to extend the mass range of the mass spectrometer from ~30 kDaltons to >500kDaltons. This project will greatly expand the utility of mass spectrometry for applications such as the screening of anti-viral drugs and differentiation of viral genomes, as well as the homeland security demand for rapid identification of pathogenic viruses. Since the spectrometer may be deployed in locations (such as biology laboratories for protein research or rapid response locations for Homeland Security) where water cooling is not available and the ability to reject power to air is limited, this refrigerator must be air cooled (not water cooled) and dissipate the smallest amount of power possible. This Sumitomo Model SRDK 101D-A11 cryocooler best satisfies the government?s requirements that the cryocooler must be air-cooled (not water cooled), that power dissipation of the custom spectrometer system must be minimized since it may be deployed in locations where water cooling is not available and where the ability to reject power to air is limited. Janis Research Company Inc. is the sole authorized distributor in the U.S. for this cryocooler. No formal solicitation will be issued. No awards will be made on the basis of requests for response this notice. The Government intends to negotiate on a sole source basis with Janis Research Company, Inc.
