Description
The U.S. Department of Education intends to enter into 5-year contracts with qualified entities to establish an Alliance to carry out the design, item development, sampling, materials preparation and distribution, data collection, scoring, analysis, and reporting of the National Assessment of Educational Progress. Assessments included under this procurement include the: 2008 and 2012 Long Term Trend; 2008 Arts; 2009 and 2011 Reading and Mathematics; 2010 U.S. History and Civics - as specified in the NAGB approved schedule of NAEP Assessments. Under the No Child Left Behind Act of 2001 (Public Law 107-110) which re-authorized NAEP, Congress authorized the collection of national education survey data through a national assessment program. The No Child Left Behind Act of 2001 requires the assessment to collect data on specified student groups, including race/ethnicity, gender, socio-economic status, disability, and limited English proficiency. It requires fair and accurate presentation of achievement data and permits the collection of background or descriptive information that is related to academic achievement and aids in reporting of results. The intent of the law is to provide representative-sample data on student achievement for the nation, the states, and subpopulations of students and to monitor progress over time. Under this procurement, the Department intends to make seven separate prime contract awards to up to four organizations. The approximate date of release of the RFP is March 8, 2007, and the approximate date of closing is April 23, 2007. Contract awards are tentatively scheduled to be announced in August 2007. Offerors will also be asked to submit technical and cost proposals for the following five options, which the Department will exercise contingent on availability of funds: 1. 2009 and 2011 12th grade state-level assessments in reading and mathematics for 53 jurisdictions plus TUDA. 2. Private school oversample in 2009 and 2011. 3. National Indian Education Study in 2009 and 2011. 4. A 10-state pilot in 2010 US History/Civics. 5. 2010 Geography (National 4, 8, 12) If additional funds are appropriated beginning in FY2009, then a 2010 Geography assessment and item development for the 2012 World History, 2012 Economics, 2012 Foreign Language and Technology Literacy Special Study. Procurement Components and Incumbents: (1) Alliance Coordination (2) Design, Analysis and Reporting (DAR) (3) Item Development Incuments are Educational Testing Service (ETS) and American Institutes For Research (AIR). (4) Sampling, and Data Collection (5) State Service Center Incumbent is Westat. (6) Materials, Distribution, Processing and Scoring Incumbent is Pearson Educational Measurement. (Set aside for Small Business, SDB including 8(a).) (7) Web/technology Development Operations and Maintenance Incumbent is Fulcrum IT (formerly GMRI).
