Description
DEPARTMENT OF VETERANS AFFAIRS (VA) SEEKS EXPRESSIONS OF INTEREST FOR 13-18 ACRES TO CONSTRUCT AN OUTPATIENT CLINIC VA is seeking Expressions of Interest for a site upon which to construct a leased outpatient clinic in Wilmington, NC. This is a re-advertisement of the September 9, 2006, notice. The property must be readily available and zoned (or can be re-zoned) for VA's use as a medical outpatient clinic. VA prefers a site that is 13 to 18 usable acres and must be capable of accommodating an 80,761 net usable (100,000 gross) square foot building, with on-site parking for approximately 400 vehicles. VA will also consider acceptance of a donated site. To be considered, the site must be inside New Hanover County, NC, and within the delineated area as follows: beginning at the intersection of Route 117 and Hermitage Road proceed on Route 117 south. Continue south on Route 117 to the intersection of N. 3rd Street. Continue south on N. 3rd Street as it becomes S. 3rd Street. Proceed south on S. 3rd Street to Burnett Boulevard. Continue southwest on Burnett Boulevard to Carolina Beach Road. Proceed south on Carolina Beach Road to Shipyard Boulevard. Follow Shipyard Boulevard east to S. 17th Street. Proceed southeast on S. 17th Street to College Road. Follow College Road north to Oleander Drive. Proceed east on Oleander Drive to Military Cutoff Road. Follow Military Cutoff Road north/northwest to Market Street. Proceed northeast on Market Street to the New Hanover/Pender County Line. Follow the county line west/northwest to Sidbury Road. Follow Sidbury Road west to the intersection with Blue Clay Road. Follow a line west connecting Sidbury Road to Hermitage Road. Continue on Hermitage Road to the point of beginning. Properties with direct frontage on the thoroughfares which are exterior to the perimeter, as described above, will also be considered. VA prefers to enter into an assignable land option for the purchase of a fee simple site but may consider build-to-suit sites, and ground lease sites within the delineated area if deemed beneficial to VA. EXPRESSIONS OF INTEREST SHOULD INCLUDE THE FOLLOWING INFORMATION, AS AVAILABLE. 1. Site location, address and current zoning designation. 2. Size of parcel and amount (or range) of usable acreage offered. 3. Site plan, survey and/or plat map of the site indicating the location of the acreage offered. Site plan should include location of utilities, any easements (above and below ground), wetlands, or adjacent roads. 4. Include any grading, drainage or sewer plans that have been completed. 5. Access to site from major transportation routes and public transportation routes. 6. Site aerials/renderings. 7. Describe any future development affecting site including neighboring projects and road/public utility line construction. 8. Specific information on site ownership and any known title issues or defects. PLEASE PROVIDE BRIEF EXPLANATIONS/CLARIFICATIONS TO THE FOLLOWING ISSUES. 1. The availability of utilities to the site including water, sewer, gas, electric and fiber optics. 2. Provide information on any moratoriums affecting the ability to permit, construct, and/or operate an outpatient clinic on the site such as a "sewer moratorium". 3. Confirm the site has proper zoning for an outpatient clinic. Clarify if any zoning changes, variances, or special exceptions are required for an outpatient clinic. Clarify any know proffer obligations with the site. 4. Describe any environmental problems known to exist on the site and any remediation efforts taken or to-be-taken. 5. Provide evidence that site offered is outside the 100 year flood zone. Clarify if the site contains any wetlands (as defined and may be certified by FEMA). 6. Explain any known factors that might prohibit the permitting, construction and/or operation of an outpatient clinic on the site offered. 7. State whether site is being offered as an assignable land option to purchase, build-to-suit and/or ground lease. Please also state asking prices for sale or ground lease, as applicable. Please note that VA will not pay more than appraised market value for the site or ground rent, as applicable. 8. Confirm that ownership currently owns and controls the site. State whether ownership has title to property, is under contract, retains an option to purchase, etc. Offeror or firm submitting Expression of Interest should state their relationship to the site (for example, owner, broker, legal representative, etc.) VA staff may conduct a site market survey of offered properties that meet the government's specific evaluation criteria. It is requested that interested offerors submit two (2) copies of the information concerning their properties to Mr. Ed Brennan by mail, fax, or e-mail by 4:30 p.m. EST on Friday, March 16, 2007, as follows. VA reserves the right to consider sites offered after this date that are beneficial to the government. Also, any persons or firms submitting or considering the submission of a site are encouraged to contact the following with any questions or clarifications regarding this notice including the ability to respond to the information requested in this notice.
