Description
The VA Eastern Colorado Healthcare System, Denver, Colorado intends to negotiate a commercial (FAR Part 12) sole source procurement with Frances Mahon Deaconess Hospital, 621 3rd Street South, Glasgow, MT 59230 under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12.     The Request for Proposal is VA-259-07-RP-0015.     The North American Industry Classification System Code (NAICS) is 64120 and the small business size standard is considered $6.5M.  A justification for other than full and open competition has been prepared in support of this acquisition.  The Contractor will assist the VA Montana Healthcare System at Fort Harrison, Montana in providing Primary Care to authorized Veterans on a monthly capitated rate in accordance with the statement of work. Primary and preventive healthcare will be provided at the contractor's hospital at Glasgow, Montana as contracted with that facility, a JCAHO accredited facility. Said accreditation must be maintained throughout the life of the contract. Contractor will distribute this primary care patient load among the providers they have identified as participants in this program. All of these providers must have current credentials and privileges as approved by the VA System and keep current ACLS certification. All providers will actively participate in current Performance Measures Guidelines indicated for Ambulatory Care and comply with JCAHO standards. Primary care will involve the diagnosis, treatment, and follow-up in meeting the identified healthcare needs of the veteran population. Ongoing care will include adherence to the current VA Performance Measures for Preventive Care and applicable Clinical Practice Guidelines. The estimated quantity for Primary Health Care is 625 patients per month. The estimated quantity for enrollment exams is 10 per month. No solicitation document exists and no telephone inquiries will be accepted. All interested persons may identify their interest and capability to respond to the requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Government will consider all quotes received by 4:30 PM Mountain Standard Time March 2, 2007. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
