Description
This Statement of Need is a Request For Information (RFI), which is not a commitment by the Government to issue a solicitation or otherwise pay for the information solicited, is intended to seek industry assistance in determining (1) the appropriate grouping of the below mentioned installation services at Buckley AFB, CO consistent with market and industry structures, and (2) whether there is sufficient industry interest and demonstrated capability to compete for these activities to support a decision to pursue competitive sourcing. This RFI is being conducted to support preliminary planning in accordance with OMB Circular A-76 (http://www.whitehouse.gov/omb/circulars/a076/a76_incl_tech_correction.html) dated May 29, 2003. Approval to conduct an A-76 standard competition study at Buckley Air Force Base, Colorado for Civil Engineering/Public Works services as detailed below, has not been requested as of this date. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The Government will not reimburse any concern for any information submitted in response to this request. Participation is voluntary. All participants are requested to complete the RFI Questionnaire and Past Performance History Information and return the applicable documents NLT 08 March 2007. Responses should be sent to the attention of Julie Linton and should be submitted via email at julie.linton@buckley.af.mil or faxed to 720-847-6443. The Civil Engineering/Public Works installation services being researched for a possible A-76 Commercial Activities standard competition are: A. Operations and Maintenance: Ensures the physical infrastructure (buildings, pavements, grounds, utilities, etc.) is maintained and repaired. It includes Building Systems Maintenance, Building Services Requests, and Industrial Utilities Maintenance. Building Systems Maintenance works to continue life and performance of assets at normal levels and at existing functionality. Building Services Requests include all activities performed by maintenance staff for building users. Industrial Utilities Maintenance includes all activities related to utilities that support industrial/commercial functions. B. Engineering Services: Provides engineering expertise and functions for base facilities. The tasks are in three major sections: Facilities Planning, Project Design, and Construction Management. Facilities Planning includes those activities required to ensure the Air Force acquires, operates, maintains, and protects facilities, airspace and infrastructure for effective mission support at their lowest life-cycle cost. Project Design includes those activities pertaining to architectural, engineering and interior design for infrastructure projects, facility projects and related studies required for program development. Construction Management includes all activities pertaining to the completion and management of construction for infrastructure and facilities projects. C. Resource Management: Dedicated to the financial/accounting/real estate/information management functions relating to the Base Operating Support, including off-site activities. This service area is responsible for ensuring all work is properly funded and completed within the guidelines set forth in the Air Force budget. Additionally, Resource Management will be responsible for preparing budget reports at the command level for analysis. This service area is also responsible for base real property management. Real property management includes permitting, licensing, managing and accounting for all real property controlled by Buckley AFB. Services provided are acquisition and disposal of land and facilities, and ingranting/outgranting of real estate. This service area also includes the responsibility for maintaining records for the charge-back (reimbursement) system, which includes Civil Engineering RM functions only. Information management service area includes computer system upgrades (hardware and software) and maintaining/analyzing and preparing reports of Air Force work information systems programs D. Environmental Management: Responsible for providing an environmentally safe and compliant installation/workplace according to the programs within the Environmental Protection Agency, Air Force, State of Colorado and local agencies and jurisdictions. This functional area is responsible for the managerial aspects of compliance, natural/cultural resources and pollution prevention and restoration but is not expected to physically carry out all necessary actions. This service area is also responsible for educating the base population on subjects related to the environment and hazardous materials. Environmental Management will be responsible for the proper disposal of all hazardous waste on base. E. Utilities and Energy Management: Activities associated with the purchase/sale of utilities and generation of energy These activities include the purchasing, peak load shaving, and total cost associated with the energy acquisition. Included in this functional area are the costs associated with the operation and maintenance of back up generation and energy management control systems. F. Emergency Management: Dedicated to integrate planning, preparedness, training, response, and employment of resources into a single program designed to protect Air Force resources and minimize the loss of operational capability caused by major accidents, natural and technological disasters, wartime conditions, civil unrest and weapons of mass destruction. Execution of Emergency Management and disaster plans through exercises and reviews of site policy are the responsibility of this area. Ensuring compliance with all government (local, state and federal) standards for preparedness is also part of this functional area. Disaster preparedness is the AF program and is equivalent to the non-military emergency management/incident control. Service includes the Area of Responsibility (AOR) assigned to Buckley AFB for aircraft incidents. G. Housing and Hospitality: The provisioning of long term accommodations to military personnel. The services provided by the functional area are: budgeting, housing assignments for stationed personnel; quality assurance of quarters offered to personnel and asset management oversight of privatized housing. H. Space Management: Involves the assessment and validation of both existing and new missions? space assets and requirements, including space use surveys, needs assessment and requirements validation. These activities also include the assessment of allocation and the preparation of reallocation proposals to ensure efficient and adequate use of facilities. Space Management activities include planning and coordinating of moves. A move is defined as relocating people, property, possessions, and equipment from one location to another. A move may involve relocation to a destination from a location within the same facility, or from another on-base facility. A move may also involve relocation to/from an off-base location. Space Management may also include planning and coordinating the use of temporary space (such as trailers).
