Description

W912EK-07-R-0001  Maintenance Dredging, Hydraulic Dredging River Mile 0.0  River Mile 291.0, Illinois Waterway and River Mile 300.0  River Mile 615.00, Mississippi River. Competition for this project is restricted to 8(a) firms that have a bona fide place of business within the geographical boundaries of SBA Region IV (KY), Region V (IN, IL, MN, MI, OH, and WI) and Region VII (IA, MO). The estimated magnitude of the proposed procurement is between $1,000,000 and $5,000,000. The North American Industry Classification System NAICS code for this procurement is 237990. The Small Business Size Standard is $18.5 Million. Arrangements for inspecting the project site can be made with: Mr. Willis Graham, U. S. The project involves furnishing all plant, labor, material and equipment necessary, including dredged material placement. The Contract Award will be made using Competi tive Proposal negotiation procedures for achieving the Best Value to the Government through the Source Selection Process. The Contractors proposal shall contain sufficient information that the U.S. Army Corps of Engineers can determine whether the proposed cost elements are realistic for Hydraulic Dredging, Illinois Waterway, River Miles 0.0 to 291.0 and the Upper Mississipp i River, River Miles 300.0 to 615.0 to be performed, reflect a clear understanding of the requirements; and are consistent with the materials to be supplied. Contract award will be made on the basis of the lowest price proposal, which after evaluation me ets or exceeds the acceptability standards as described in the evaluation factors. Past Performance provided in proposals will be evaluated. All evaluation criteria other than cost or price, when combined, are significantly less important than cost or p rice. A Government Estimate will be prepared and will be used in the consideration of Price Proposals. Price reasonableness that matches an offeror's technical approach is considered critical in the Government's Price Proposal consideration. The Governm ent reserves the right to conduct discussions with all of the offerors. The Government also reserves the right to Award a Contract without discussions. After the Government evaluates the Technical and Price Proposals received, the Contracting Officer will determine a Competitive Range. The Competitive Range will consist of all of the most highly rated Proposals against all technical evaluation criteria factors and prices proposed. The Contracting Officer may limit the number of Proposals in the Competitiv e Range to the greatest number that will permit an efficient competition among the most highly rated Proposals in accordance with FAR 52.215-1.
