- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. For this solicitation, Department of Defense intends to co nduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pri cing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of Defense is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gathe r multiple, completed, real-time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Sellers that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Sellers that require special considerations or assistance may contact the FedBid Helpdesk at 877 -9FEDBID (877-933-3243) or via email at clientservices@fedbid.com. Sellers may not artificially manipulate the price of a transaction on www.FedBid.com by any means. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. RFQ W81K00-07-T-0107 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. This acquisition is unrestricted under NAICS code 339112. The requirements in this solicitation: Fluid Warmer; H-1200-EN-115V-US LEVEL 1 H-1200 FAST FLOW FLUID WARMER WITH H-31B A IR DETECTOR CLAMP; Operators and technical manuals. Vendors shall comply with FAR 52.211-6 if submitting other than the Brand Name product. Clause 52.211-6 (and other clauses throughout this solicitation) can be viewed by accessing website http://farsit e.hill.af.mil/ . Delivery, 30 days after receipt of order, shipping shall be FOB destination to Darnall Army Community Hospital, US ARMY MEDDAC PROP MGMT, BLDG 36000 LOADING DOCK DARNALL LOOP, FORT HOOD TX 76544-4752. FAR provision 52.212-1 [Instruct ions to Offerors Commercial] applies to this acquisition to include the following addenda: All offerors are cautioned that if selected for award, they must be registered with the Central Contractor Registration (CCR) program. The CCR can be accessed v ia the internet at www.ccr.gov/ . Confirmation of CCR registration will be validated prior to awarding a contract. Evaluation Process: All proposals will be evaluated in accordance with the following criteria: Technical Capability (compliance with th e requirements of FAR Clause 52.211-6 if vendor offers and Equal Product) and Price, with Technical Capability being significantly more important than Price.
