- The Naval Air Warfare Center ? Aircraft Division (NAWAD) Contracts Division, Code 2.5.1.2.1, Webster Field, St Inigoes MD intends to issue a Firm Fixed Price purchase order to Sensis Corporation, 85 Collamer Crossings, East Syracuse, MY, 13057, on a Sole Source basis for purchase of (1) ADS-B Spares Kit consisting of (1) Generation II receiver, (1) PWA EMSD2, (1) Power Conversion Module, (2) Multi Output Module, (1) AC Filter Assy, (1) Breaker Assy, (1) Fan Tray Assy, (1) Lightening Protector Assy, (1) Lightening Protector and (1) Alarm, Door, RU5. The exact features of the spare parts are required as they are the only ones compatible with the Automatic Dependent Surveillance ?Broadcast System (ADS-B). Sensis is the Federal Aviation Administration?s exclusive supplier of ADS-B ground and flight hardware, test and technical support. Sensis developed the operation concept, designed the software and assembled the hardware. It holds patent and proprietary rights over the internal operation system and, therefore, is the sole manufacturer of ADS-B systems and requisite spare parts. The exact features/specifications of the spare parts (i.e. electrically and mechanically) are required for the intended use. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304 (1) as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible manufacturer and no other services or supplies will satisfy the agency requirements. This notice of intent is not a request for competitive proposals. Interested parties may submit technical information and technical capability statement in response to this notice. A determination not to compete this proposed contract, based on the responses to this notice is solely within the discretion of the Government.
