Description
NASA is contemplating awarding an IDIQ type contract for a wide range of environmental services. This contract will include the following services: 1.1. Environmental Planning Support and Documentation. Contractors shall be capable of performing task orders of operational support, advice, or guidance to include: 1.1.1. Environmental Impact Statements, Environmental Assessment and other NEPA and environmental planning related documentation and support. Such support may include, but not necessarily be limited to, preparation or review of NEPA and other environmental planning documents. 1.1.2. Endangered Species and/or Wetlands Analysis and support 1.1.3. Watershed analyses 1.1.4. Natural Resource Program support 1.1.5. Cultural Resource Program support 1.1.6. Environmental Program Management 1.1.7. Environmental Regulation and Guidance Development 1.1.8. Economic, Technical and/or Risk Analyses 1.1.9. Vulnerability Assessments 1.1.10. Identification and Mitigation of Threats 1.2. Environmental Compliance Support. Contractors shall be capable of performing task orders of operation support, advice, or guidance to include: 1.2.1. Environmental Audits 1.2.2. Compliance Management and/or Contingency Planning 1.2.3. Permitting 1.2.4. Spill Prevention /Control and Countermeasure Plans 1.2.5. Pollution Prevention Analyses and Support 1.2.6. ISO 14000, Environmental Management Systems (EMS) 1.2.7. Community Right-to-know Act Reporting 1.3. Environmental Training Support. Contractors shall be capable of performing task orders of operational and logistical support, advice, or guidance to include the areas listed below. Training can be conducted on or off-site on any number of environmentally related issues. 1.3.1. Standard Off-the-Shelf Environmental Training 1.3.2. Customized Environmental Course Development and Computer-based Interactive Environmental Training 1.3.3. Updates of Existing Environmental Training Materials 1.3.4. Conversion of existing environmental training materials to electronic media. 1.4. Restoration Program Support. Contractor shall be capable of performing task orders of operation support, advice, and/or guidance to include but not be limited to the following areas: 1.4.1. Newsletters - Contractor shall prepare 4 newsletters per year. 1.4.2. Restoration Meetings, Telecons and Video Conferences Support. 1.4.3. Document Reviews. 1.4.4. Document Preparation. 1.4.5. Restoration Cost Estimation using Integrated Data Evaluation and Analysis Library (IDEAL?) 1.4.6. Restoration Program Internal Web. 1.4.7. Risk Communications and Community Outreach 1.5. Waste Management Support. Contractors shall be capable of performing task orders of operation support, advice, or guidance to include: 1.5.1. Data Collection Feasibility or Risk Analyses 1.5.2. Hazard and/or Non-Hazard Exposure Assessments 1.5.3. Waste Characterization and Source Reduction Studies 1.5.4. Review and Recommendation of Waste Tracking or Handling Systems 1.5.5. Waste Management Plans and/or Surveys 1.5.6. Waste Minimization / Pollution Prevention Initiatives 1.5.7. Review of Technologies and Processes Impacting Waste Management 1.5.8. Development of Emergency Response Plans 1.6. Remote Advisory Support. Contractors shall be capable of performing task orders of operation support, advice, or guidance to include: 1.6.1. Hazardous Materials Spills 1.6.2. Material Safety Data Sheets 1.6.3. Information Hotlines 1.6.4. Poisons and toxicological evaluations 1.6.5. Environmental Regulation 1.7. Geographic Information Support. Contractors shall be capable of performing task orders of operation support, advice, or guidance to include: 1.7.1. Mapping and Cartography 1.7.2. Natural Resource Planning 1.7.3. Site Selection 1.7.4. Migration Pattern Analyses 1.7.5. Pollution Analyses 1.7.6. Emergency Preparedness Planning 1.7.7. Topographic Data, 3d Interactive Visualization Packages 1.7.8. Data Interpretation The NAICS Code for this requirement is 541620. NASA intends to award a multiple award contract for a period of performance of 5 years. NASA is seeking interested companies with specialized capabilities to meet all the above requirements. NASA is requesting that interested firms submit a Statement of Capability (SOC) expressing their desire and ability to meet all the services required for this prospective procurement. Potential sources must submit a written SOC to the contact listed in this announcement. The SOC shall contain pertinent and specific information addressing these areas: (1) Experience: an outline of previous projects, specific work previously performed or being performed, including dollar value. In addition, identify what sections listed in the above requirement your firm can perform. (2) Subcontracting arrangements: Identify the percentage of work that can be completed in-house and what can be completed by subcontractors. All submissions are limited to 10 pages. Additional reference material beyond the page limit or links to web sites will not be accepted. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. All responses shall be submitted to Michelle R.
