Description
The National Geospatial-Intelligence Agency (NGA) is seeking to identify potential sources that can provide applications that include, at a minimum, but not limited to, the following: * Technologies to generate standard high fidelity digital elevation model (DEM) and digital surface model (DSM) products containing small post spacing as well as post-by-post absolute uncertainty estimates (i.e., Circular and Linear Error at 90% confidence level (CE90/LE90)); * Full spectrum of advanced DEM/DSM generation technologies and advanced sources (interferometric synthetic aperture radar (IFSAR), and light detection and ranging (LIDAR)); * Improved products, technologies, tools, processes, techniques, and methodologies to provide more rapid and more accurate production of DEMs/DSMs; * Advanced capabilities that will support a broad range of mission applications from precision geolocation to terrain analysis/visualization including various image modalities (e.g. electro-optical, synthetic aperture radar, infrared, motion video, LIDAR etc.); * Visualization of DEM uncertainty information through various methods: (1) contour lines, (2) 3-dimensional shaded relief renderings, (3) image pixel overlay on 3D shaded relief and (4) rendering of 90% confidence circles on 3D shaded relief; * The capability to minimize DEM artifacts and anomalies such as spikes and wells; * Innovative and efficient techniques for representing and storing the DEM elevations and propagating associated errors; * Fully automated DEM/DSM generation capabilities with the understanding that current technology may prohibit this without some form of human intervention; * Combinations of technologies to address specific requirements (e.g. automated feature extraction, image registration technologies, motion video technologies, etc.); and * Robust modules that can be integrated into other systems and complete systems, from sensor to product, for producing highly accurate DEMs/DSMs. The primary goal is to identify DEM/DSM technologies capable of producing accurate 3-D information. NGA seeks to produce DEM products that accurately model real-world terrain, using sensors on air-breathing and orbiting platforms and to characterize the product errors with reliable estimates of both systematic and random errors.
