Description

This is a notice of intent by the Naval Air Systems Command, Air Combat Electronic Program Office (PMA-209) to issue an order under Basic Ordering Agreement N00019-05-G-0024 with Rockwell Collins Government Systems (RCGS), 400 Collins Road NE, Cedar Rapids, IA 52498. The Naval Air Systems Command (NAVAIR) is assigned responsibility for the planning, programming, budgeting, procurement, installation, operation, and support of the Air Combat Electronics programs. This effort covers the requirements to provide Naval Air Systems Command, Air Combat Electronics Program Office (PMA209) with Non-recurring effort to modify software to intercept mux bus commands from the MC and prevent the RT-1851 from entering a real IBIT. The software will then create a dummy 15T response message to conform closely to that expected by the F/A-18 MC (by injecting an extra word in front of the normal 15T IBIT status message). Rockwell will also be required to prepare and submit Link 4A Test Software and a revised beta software agreement to PMA-209. As Rockwell Collins is the sole developer of the ARC-210 Family of products and related ancillary equipment and maintain the proprietary rights to this radio, they are the only capable source of providing the requested changes. Effort will be performed within 6 months ARO. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
