Description
AMENDMENT #1 TO PR-NC-07-10176 IS ISSUED FEBRUARY 22, 2006. THIS AMENDMENT IS ISSUED TO CHANGE THE PERIOD OF PERFORMANCE FROM DATE OF AWARD THRU FOUR MONTHS TO DATE OF AWARD THRU SEPTEMBER 30, 2007. The North American Industry Classification System (NAICS) Code is 541380--Testing Laboratories and the small business size standard is $11 million. The solicitation number is PR-NC-07-10176, and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-15. A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. This solicitation is being procured as a small business set-aside. The U.S. Environmental Protection Agency (EPA) and the American Society of Testing Materials (ASTM) developed testing protocols for validation testing of outdoor wood-fired hydronic heaters. To prove that the test protocol works, it must be used as written and the hydronic heaters must also be tested. The purpose of this acquisition is to procure services to validate either the ASTM protocol or the EPA protocol (to be determined at a later date) and to test two hydronic heaters. Specific details of this requirement will be outlined in the Statement of Work (SOW). Offerors should review the RFQ and Statement of Work and other information posted on EPA's website at the following address: http://www.epa.gov/oar/rtp_cmd. Please submit two copies of the technical proposal and price proposal. The period of performance is from date of award thru four months. The Government will make an award to the responsible offer or whose offer conforms to the solicitation and is most advantageous to the Government, cost or other factors considered. All offerors are to include with their offers a completed copy of provision 52.212-3, Offer or Representations and Certifications--Commercial Items. The completed Representations and Certifications should be included with the proposal. The following FAR clauses apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-4, Contract Terms and Conditions; 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders--Commercial Items; 52.204-6 Data Universal Numbering System (DUNS) Number; 52.204-7 Central Contractor Registration and the following additional FAR clauses which are cited in Clause 52.212-5; 52.222-21, Prohibitions of Segregated Facilities; 52.222-26, Equal Opportunity; 52-222-35, Affirmative Actions for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-41. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (A) Technical Ability ; (B) Quality Assurance; (C) Past Performance and (D) price. Award will be made to the lowest priced, technically acceptable offer. Details of the technical evaluation criterion are attached to the SOW. If after obtaining a copy of the RFQ via the Internet, it will be your responsibility to frequently check the same site where the RFQ is posted for any amendments.
