Description
US ARMY, TACOM-WARREN PROPOSES TO AWARD ON A SOLE SOURCE BASIS A NEW COST PLUS FIXED FEE (CPFF) TYPE CONTRACT, FUNDED BY RDT&E, TO THE CONTRACTOR, ALTARUM INSTITUTE OF ANN ARBOR, MICHIGAN TO DEVELOP AND TEST SOFTWARE ALGORITHMS FOR USE WITH A LABORATORY (INSTRUMENTATION) RADAR INTENDED TO DETECT THE PRESENCE OF ROCKET PROPELLED GRENADE (RPG) ANTI-TANK PROJECTILES AND SHOULDER FIRED SURFACE-TO-AIR MISSILES (SAM) PRIOR TO THEIR LAUNCH. ALTARUM INSTITUTE SHALL USE RPG AND SAM INFORMATION AND SIGNATURE DATA, COLLECTED IN PRIOR CONTRACTS WITH DARPA AND TARDEC, AS SOURCE DATA FOR THIS EFFORT. THE CONTRACTOR SHALL DESIGN AND DEVELOP EXPERIMENTATION RADAR CAPABLE OF TESTING THE ALGORITHMS IN THE CONTRACTOR?S FACILITY AND AT A SITE THAT SIMULATES MILITARY OPERATIONS IN URBAN TERRAIN (MOUT). THE INSTRUMENTATION RADAR WILL OPERATE AT A RADAR FREQUENCY (RF) COMPATIBLE TO ACTIVE PROTECTION SYSTEM (APS) RADARS CURRENTLY IN DEVELOPMENT FOR THE US ARMY. THE CONTRACTOR IS RESPONSIB! LE FOR MAKING THE ARRANGEMENTS FOR THE MOUT LOCATION. THE CONTRACTOR SHALL DEVELOP A FIELD TEST PLAN TO DEFINE THE TESTING TO BE COMPLETED AT MOUT SITE. THE TEST PLAN SHALL DESCRIBE THE TEST HARDWARE AND PROCEDURES TO BE USED; COORDINATION NEEDED AT THE SELECTED FIELD TEST SITE, EXPECTED SCHEDULE FOR THE TEST SETUP, CHECK-OUT, PERFORMANCE AND COMPLETION AND TEST EXIT CRITERIA. THE CONTRACTOR SHALL EVALUATE THE PERFORMANCE OF THE ALGORITHMS IN THE CONCEPT OF DETECTING THREATS IN THE MOUT TEST SETTING. THE CONTRACTOR SHALL DOCUMENT THE WORK AND IDENTIFY POTENTIAL FOLLOW-ON EFFORTS UPON SUCCESSFUL COMPLETION. THE PERIOD OF PERFORMANCE WILL BE TEN (10) MONTHS. ALL RESPONSIBLE SOURCES MAY SUBMIT A PROPOSAL, WHICH WILL BE CONSIDERED. OFFERS/BIDS ARE TO BE SUBMITTED ELECTRONICALLY VIA EMAIL, 3 INCH DISK OR 650 MEGABYTE CD ROM, WITH MORE DETAIL IN THE RFP.
