- The Bonneville Power Administration will be issuing a Request for Statement of Qualifications (RSOQ) for FY 2008 Agency research and development for Renewable Energy, Transmission Services, Energy Efficiency and Physical Security Technology Programs which will include the items incorporated in BPA's Technology Roadmaps (http://www.bpa.gov/corporate/business/innovation/) and emphasize the following technology areas of focus: a) Intermittant Generation Integration b) Maximizing Transmissions Asset Value, Expansion, Flexibility and Use c) Real Time State Awareness and Control d) Interactibility Briefly, each Statement of Qualifications will include: X Technical Abstract: Each submittal shall address only one research project and describe the specific technology roadmap topic and/or focus area to which it is most directly related. X A short description of the proposed project and list of major objectives. X A short summary of how you are going to do the work. X A brief description of the qualifications of the principal investigator, accompanying team members and associated organizations X Three references THIS IS NOT A REQUEST FOR OFFER. Only offerors submitting the most promising Statements of Qualifications will be sent a formal Request for Offer. It is anticipated that funds exceeding $3 million will be available for multiple awards for the solicitation. Award of a cost sharing type contract is anticipated to be made in August 2007 with a performance period starting October 1, 2007 to September 30, 2008. All awards are contingent on the availability of funds and programmatic requirements. Contractor teaming arrangements are strongly encouraged. The detailed RSOQ and Statement of Objectives will be made available for download on the BPA webpage at http://www.bpa.gov/corporate/business/innovation/ The release date for the Request for Statement of Qualifications is March 1, 2007. A Pre-Statement of Qualifications conference will be held at Portland, OR on March 20, 2007. All attendee names and RSOQ specific questions to be addressed at this conference should be submitted no later than March 13, 2007 to Diane Roth, by email at dlroth@bpa.gov. The estimated due date for receipt of the RSOQ is March 27, 2007. The estimated date for BPA selection of the most qualified offerors for receipt of a formal solicitation is April 10, 2007.
