Description
AIRPLANE FLIGHT MANUAL FOR DC-9-33F. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. A PROPOSAL IS BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Responses shall reference Request for Quotation No. DE-RQ52-07NA28051. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13. This is notice of intent to award a sole source contract and is not a request for proposals. The National Nuclear Security Administration intends to award a sole source contract to The Boeing Aircraft Company, pursuant to subpart 6.302-1 ???Only one responsible source and no other supplies of services will satisfy agency requirements??? of the Federal Acquisition Regulation. THIS IS NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Boeing is the original equipment manufacturer of this aircraft and is the only company with the engine performance, emergency, and aircraft operating data to develop an FAA approved Airplane Flight Manual that meets the requirements of 14 CFR Part 25, sections 25.1581 through 25.1587 and 14 CFR Part 91, section 91.9. Boeing is unique in its ability to provide the requested product because it possesses the proprietary manufacturing data for this aircraft. In addition, Boeing engineering staff and product support personnel are the only ones that have the FAA approved data to develop the performance charts, emergency procedures, and operating procedures to develop an FAA approved AFM. Small Business firms that want to challenge the sole source nature of this acquisition must submit a letter of interest that clearly demonstrates the challenging firm???s ability to provide the work described above. Interested firms must submit their letter of challenge and Statement of Capability no later than 3:00 P.M. MST March 5, 2007 to David A. Nienow, Contract Specialist, NNSA Service Center (HAD/TSD), P. O. Box 5400, Albuquerque, NM 87185; telephone number 505-845-6072; email dnienow@doeal.gov. All Statements of Capability must include company name, mailing address, and company size status. Information submitted in the Statement of Capability should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed, and (2) Personnel: Name, professional qualifications and specific experience of personnel who may be assigned as project officer. The Statement of Capability will be limited to 3 pages in addition to resumes and pertinent samples of documentation. A determination by the Government not to compete this proposed commercial item contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An electronic response/offer to this combined synopsis/solicitation will be accepted via the Industry Interactive Procurement System (IIPS), available at http://e-center.doe.gov. It is the offeror???s responsibility to monitor the IIPS site for the release of amendments (if any) and to verify successful transmission in accordance with the Proposal Submission instructions in the ???IIPS Users Guide for Contractors,??? prior to quote due date and time. SUBMISSION OF A QUOTE BY MEANS OTHER THAN THE IIPS IS NOT AUTHORIZED. The quote must be received through the IIPS web site (http://e-center.doe.gov/) no later than 4:00 p.m. MST, Tuesday, March 13, 2007. Each quote is to be submitted according to the instructions detailed in the IIPS on-line help document, which is available at http://e-center.doe.gov/doebiz.nsf/. It is the responsibility of the contractor, prior to the quote due date and time, to verify successful transmission in accordance with the Proposal Submission instructions in the "IIPS Users Guide for Contractors."
