Description
Separate sealed bids for construction of Blackfeet Community Water Project - Water Treatment Plant - BCWP P1-003 will be received by the Blackfeet Tribe at the office of Blackfeet Planning, Quarters 108, All Chiefs Square until 2:00 p.m. local time on March 29, 2007 and then publicly opened and read aloud. The project consists of construction of a new water treatment plant including a 4,400 SF steel building. (1) Site grading, gravel access roads and parking area. (2) Underground piping and connections to existing pipelines. (3) Backwash treatment ponds. (4) Septic tank and drainfield. (5) A 4,400 SF steel building and related concrete work. (6) Installation of Owner supplied membrane filtration equipment and controls. (7) Pumps, piping and valves. (8) Treatment plant heating, ventilation, electrical and control systems. (9) SCADA and telemetry system linking the plant and control system to the water intake at Two Medicine Lake and to control equipment at storage reservoirs for East Glacier and Browning. (10) Electrical and control systems at the Two Medicine Lake water intake. The Contract Documents consisting of Drawings and Zenon details may be examined at the office of Thomas, Dean and Hoskins, Incorporated, 1200 25th Street South, Great Falls, MT or obtained at the Blackfeet Planning & Development Department, P.O. Box 2809/527, Browning, MT 59417 in accordance with Article 2.01 of Instructions to Bidders. Required deposit is $100.00 per set, which is not refundable. In addition, the Contract Documents may also be examined at the following locations: (1) Northwest Montana Plans Exchange, 2303 Hwy 2 East, Kalispell, Mt 59901; (2) Great Falls Builders Exchange, 202 2nd Avenue South, Great Falls, Mt 59405; (3) Montana Contractors Association, 1717 11th Avenue, Helena, Mt 59601; (4) Missoula Plans Exchange, 210 North Russell Street, Missoula, Mt 59801; (5) Spokane Regional Plan Center, 102 E. Boone, Spokane, WA 99220. There will be a Pre-Bid Conference at the office of the Blackfeet Planning and Development Department, 108 All Chiefs Square, Browning, Montana 59417 at 1:30 p.m. o'clock on March 15, 2007. Interested CONTRACTORS are encouraged to attend. CONTRACTOR and any of the CONTRACTOR'S subcontractors doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. CONTRACTOR is required to have registered with the DLI prior to bidding on this project. CONTRACTOR is not required to have a current Blackfeet Tribe Business License prior to bidding but must have the license prior to contract award. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of the Federal Government and the Blackfeet Tribe. The CONTRACTOR is required to comply with the requirements of the Blackfeet Tribal Employment Rights Office. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to The Blackfeet Tribe in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. This project is funded in part or in whole with grant/loan funding from Treasure State Endowment Program (TSEP), United States Department of Agriculture (USDA), Rural Development (RD), United States Environmental Protection Agency (USEPA), and the US Public Health Service (USPHS). Award of the project will be contingent upon receiving funding and award occurrence from the above stated agencies. No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time March 29, 2007. The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the OWNER.
