Description
This is the initial announcement for HSFE04-07-R-0110. Look for the complete solicitation package to follow. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is set aside in accordance with FAR Part 6.602. The procurement will be limited to offerors who are small businesses that reside or are doing business primarily in the State of Florida.. This procurement supports FEMA?s recovery efforts for DR1679FL. The affected counties are: Lake, Seminole, Sumter, and Volusia. The NAICS code shall be 561790, the size standard is $6M. A pre-proposal conference will be held on February 28, 2007 from 1:00 P.M.-5:00 P.M. at the Lady Lake Town Center, 409 Fennell Blvd, Lady Lake, FL 32159. There will be a formal presentation by the Contracting Officer and the Technical Team to discuss the Statement of Work and contract requirements. A field trip to view a travel trailer will follow the presentation. The solicitation number is HSFE04-07-R-0110 and is issued as a Request for Proposal (RFP). Statement of work is attached. The contractor shall attend a kick off meeting that will be held three business days after award. The contractor shall begin mobilization and phase-in work within one week of award. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15, effective 2/12/2007. The service contract act applies. Service Contract Wage Determinations 05-2113 Rev (2) dated 11/3/2006, 05-2109 Rev (2), dated 11/3/2006, and Wage Determination No: 05-2123 Rev (02) dated 12/15/2006 are incorporated. The following provisions apply: 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition ( addenda attached); 52.212-2, Evaluation -- Commercial Items, (a) technically acceptable, low price; 52.212-4, Contract Terms and Conditions -- Commercial Items; and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, should be submitted with the quote. RFPs are due no later than 4:00 P.M. Eastern Standard Time, MARCH 8, 2007 to Department of Homeland Security, FEMA, Readiness & Operations Branch, 500 C Street SW, PP, Fifth Floor, Washington, D.C.20472, Attention: Bradford Backus. The government expects to award an Indefinite Delivery, Indefinite Quantity, firm fixed priced contract based on the lowest price, technically acceptable proposal. The Offeror shall submit one original and four copies of the technical and price proposal. The technical proposal and price proposals shall be bound separately. Additionally, the offeror shall provide five CD-ROMS with their proposal. The required information shall be submitted in two volumes: (1) Technical Volume and (2) Price Volume. VOLUME I TECHNICAL VOLUME: The Technical Volume shall not exceed 25 pages, excluding resumes, past performance, past experience information, cover letter, title page, and table of contents. Your proposal shall be prepared using Times New Roman Font, 12-point font, single line spacing, 1-inch margins, and 8-1/2 x 11 inch paper. Tables, figures, and graphs may use Arial, 10-point font, single-spaced. Any technical proposal exceeding the page limitation will not be read after page 25. The Offeror shall demonstrate an understanding of the requirement and the ability to successfully perform the effort as stated in the Statement of Work. VOLUME II-PRICE VOLUME: The Price Volume shall contain the following information: There is no page limitation; and Price proposal shall be price on a Firm-Fixed Price basis in accordance with the Pricing Schedule stated in the solicitation. The following assumptions apply: FEMA estimates a total of 37 temporary housing units. FEMA intends to aggressively work with applicants to return them to their original dwellings, to find alternate housing solutions or transfer the ownership of temporary housing unit to other parties through sales or donations. FEMA predicts that approximately half of the units (19) will be deactivated using CLIN 1100 and that the remaining units will be sold or donated during the first six (6) months of the contract. FEMA reserves the right to issue additional task orders for continued services within the scope of the contract. CLINs 500, 600 and 700 shall be performed on each unit in the field each month. It is FEMA?s intent to negotiate CLINs 800, 1000 and 1600 on a task order basis when, if needed. CLIN 800: It is assumed that ten percent (10%) of the units will require major repairs during the life of the contract. CLIN 1000: It is assumed that there is a nominal need for miscellaneous repairs. CLIN 900: It is assumed that twenty percent (20%) of the units will require an emergency repair during the life of the contract. CLIN 1200: It is assumed that ten percent (10%) of the total number of units installed will need to be temporarily deactivated during the life of the contract. This normally is associated with demolition of an adjacent damaged structure. Unit deactivation assumes all units will be deactivated during the life of the contract.
