- SCOPE OF WORK REPAIR FLOATING DOCK AT COAST GUARD STATION OCEAN CITY, MD This is a construction contract under the Davis-Bacon Act. Digital pictures and drawings available upon e-mail request. WORK COVERED BY CONTRACT: Contract work shall encompass the following items of work as described in these specifications. This summary is not all-inclusive and delineates only those work items deemed as major to the contract. Ancillary work items not listed below, though necessary to attain the completed project, shall be included in the contract. DRAWINGS: Since most of this contract involves replacing materials already installed, 3 as-built drawings are provided only as a guide to illustrate the site, floating pier, piles, and hardware details. Though the drawings provide additional detail outside the scope of work, contractor shall bid only on the following major work items and optional bid items. If in doubt, seek clarification thru the Contracting Officer. WORK INCLUDED: The contractor shall provide all labor, materials, equipment, transportation and supervision necessary to perform the work as described herein. All work shall be conducted per this scope of work and all applicable Federal, State and Local laws, regulations, codes and directives. Work of an incidental nature not expressly described in this scope although necessary to complete the project shall be included. GENERAL: Electrical power, water and sanitary facilities are available at the site. Use of electrical power is limited to tools that can operate on 120V AC/ 60Hz, single phase. CLEANUP OF WORK AREAS: Contractor shall remove all trash and debris from the site. Contractor shall take necessary precautions to prevent construction debris from entering the water. Contractor shall manage and dispose of all wastes resulting from their operations in accordance with applicable local, state, and federal requirements. SITE VISIT: All bidders are strongly encouraged to visit the site to field verify quantities before submitting bids. Interested parties shall make arrangements for a site visit with MK1 Mike Weaver, 410-289-7457. MILITARY REGULATIONS: The contractor, employees, and sub contractors shall become familiar with and obey all station regulations, including smoking areas. All personnel employed on the project shall keep within the limits of the work and avenues of ingress and egress, and shall not enter any other areas outside the site of work unless required to do so in the performance of their duties. The Contractor?s equipment shall be conspicuously marked for identification. WORK HOURS: The Contractor shall perform the on site work during the normal operational hours of 7:00 am and 4:00 pm Monday through Friday except Federal Holidays. Any deviation from normal hours must be approved 24 hours in advance by MK1 Mike Weaver. PERFORMANCE PERIOD: All work shall be completed within 30 days of notice to proceed. ACCEPTANCE OF WORK: Prior to acceptance of work by the Coast Guard, the Contractor shall arrange through MK1 Mike Weaver a final inspection of the work site to ensure compliance with all contract requirements and to identify necessary corrective work. COST BREAKDOWN: Bids and optional bid items must show breakdown of materials, labor and equipment. MAJOR WORK ITEMS: 1. Remove approximately 15 mooring cleats (18 in) and set aside for reinstallation. 2. Remove approximately 180 linear feet of dock fender material and set aside for reinstallation. 3. Remove approximately 180 linear feet of existing 4in x 12in timber walers/rub rails and associated hardware (thru rods, bolts, and washers) and dispose of according to federal, state, and local regulations. 4. Inspect and repair PVC channels (approximately 90) for damage running thru concrete floating pier sections. Size replacement PVC sleeves to minimize movement of thru rods. 5. Purchase and install new 4in x12in walers and 3in x 12in rub rails along existing concrete floating modules along with new hardware and fasteners as per manufacturer?s instructions and as detailed on drawings (see materials and quality assurance sections below). 6. Remove (2) approximately 3ft sections of 3in x 12in rub rail on the southwest corner and on the east side, mid pier (directly across from existing piles). This will allow for future installation of piles (by others) and internal pile guides (see optional bid item 2). 7. Reinstall mooring cleats as detailed on drawings. 8. Reinstall dock fender material and renew hardware as detailed on drawings (see materials and quality assurance sections below). NOTE: (Pier utilities and shore tie interferences to be removed and reinstalled by others.) MATERIALS: 1. Timber wales, rub rails, and other timber members shall be minimum Southern Pine No. 2 dense grade as graded by the Southern Pine Inspection Bureau. All timber shall be preservative treated with CCA to a minimum net retention of 2.5 pounds per cubic foot. 2. All hardware such as thru rods, bolts, nuts, washers, shear plates, split rings, and nails shall be galvanized per ASTM A 153. OPTIONAL BID ITEMS: Price and break down each item separately to include parts, materials and labor. 1. Purchase and install (3) new internal pile guides with roller assemblies appropriately designed for floating docks in a marine environment. (These 3 pile guides would replace the existing pile guides.) Rollers and blocks shall consist of UHMW Ultra-High Molecular Weight polyethylene. Provide 3 extra full sets of replacement rollers/blocks for future maintenance. 2. Purchase and install (2) 50ft timber piles (approx. 12in diameter) on the southwest corner and in the east side, mid pier (directly across from the existing piles) to a depth as indicated on attached drawings. Piles shall be preservative treated with CCA to a minimum net retention of 2.5 pounds per cubic foot. 3. Purchase and install (2) new internal pile guides with roller assemblies appropriately designed for floating docks in a marine environment. (These 2 pile guides would be added to the existing pier on the southwest corner and on the east side, mid pier (directly across from the existing piles). This option is contingent upon acceptance of option 2 above. Rollers and blocks shall consist of UHMW Ultra-High Molecular Weight polyethylene. Provide 2 extra full sets of replacement rollers/blocks for future maintenance. Optional Bid Item Materials: All proposed materials shall have been successfully used in at least 5 other similar installations for at least 5 years. The manufacturer shall warranty the materials and workmanship for a minimum 1 year after the date of installation. END OF SCOPE
