- WOODSTOCK JOB CORPS CENTER SCOPE OF WORK UNDERGROUND STORAGE TANKS The intend of this scope of work is to provide construction services to repair and remove underground storage tanks. Location: The project is located at the Woodstock Job Corps Center at 10900 Old Court Rd, Woodstock Md 21163. Site Visitations: The contractor shall visit the site and familiarize himself with the conditions under which the work will be performed. No allowance will be made for any error on the contractors part for failure to take into account any conditions or circumstances existing at the site which might affect the contemplated work. The fact that a bid is submitted will taken as evidence that the contractor has full knowledge of the extent and character of the contemplated work and the problems to be encountered in performing same. Rules: The contractor shall at all times abide by the centers rules and regulations. The contractor must meet the Davis Bacon Act Wage Requirements. Warranty: All materials, services and labor shall be warranted free for a period of one year. Permits: The contractor shall, at his own expense, procure all permits, certificates and license required of him by law for the execution of his work. Bid Requirement: The contractor shall submit their bid in a Labor cost and Material cost format. Scope: On July 18, 2006, the Maryland Department of the Environment requested the inspection of the underground storage tanks at the Woodstock JCC. The inspection was completed on October 31, 2006. The inspection report is attached. Many deficiencies were found regarding the existing tanks and their maintenance. The purpose of this memorandum is to set out a plan to bring the tanks into compliance. There are 2 gasoline tanks and 4 heating oil tanks at the Woodstock JCC. All work on these tanks shall comply with COMAR 26.10.10. The work to be completed on each tank is as follows Gasoline Tank 5 This tank is a 275 gallon gasoline tank. The tank will have been temporarily closed. Remove and dispose of the tank and provide soil sample collection and analysis as per COMAR 26.10.10. Provide Maryland DOT Section 504 Hot Mix Asphalt Pavement over removed tank. Backfill to Maryland DOT Section 208 Subgrade Preparation. Gasoline Tank 6 Gasoline Tank 6 is a 4,000 gallon tank. The tank will have been temporarily closed. Remove and dispose of the tank and provide soil sample collection and analysis as per COMAR 26.10.10. Provide Maryland DOT Section 504 Hot Mix Asphalt Pavement over removed tank. Backfill to Maryland DOT Section 208 Subgrade Preparation. Heating Oil Tanks 1 and 2 Heating Oil Tanks 1 and 2 are 10,000 gallon tanks currently in use by the center. Perform tightness testing on the tanks as per COMAR 26.10. Provide records of tightness testing to the center. Heating Oil Tank 3 Heating Oil Tank 3 is a 4,000-gallon tank currently in use. Provide the following repairs work on the tank per COMAR 26.10: ?X Tightness test the tank ?X Replace the broken fiberglass vent line with a fire rated line ?X Repair the open pipe fitting where the oil return line was installed. ?X Protect the vent line from vehicular traffic with two bollards. . Provide two (2) three and one half (3-1/2 ft) foot bollards to protect the vent line. Fill with concrete and anchor at least three feet (3-ft) below grade in concrete. ?X Install a flapper valve for pressurized delivery. ?X Perform annual catch basin testing. Do not use a vacuum test. ?X Locate monitoring well or install new well. ?X Provide liquid tight cap with triangular symbol for other monitoring well. Finish the repairs before testing the tank and catch basin. Heating Oil Tank 4 Heating Oil Tank 4 is a 2,000-gallon tank currently in use. Make the following repairs to the tank: ?X Clean the catch basin and sump. Check for reason oil is in the sump. Make any repairs to prevent oil from reaching the sump. ?X Move the fill sensor within 1?? of tank bottom ?X Test Containment sump ?X Provide screen to within 2?? of grade on monitoring well ?X Provide a cap for interstitial riser ?X Move vent line at least 3?? from building ?X Perform the annual catch basin testing. Do not use a vacuum test. ?X Tightness test the tank. ?X Install a flapper valve for pressurized delivery. Finish repairs before tank tightness testing, sump and catch basin testing. Protect all existing buildings, utilities, and other structures at the Center. Restore all damage caused by the contractor to the original condition with approval of restoration by the Center. Perform all work in accordance with local and national building codes and regulations. Please note that a walk-through will be conducted on March 1st, 2007 @ 10:00am.
