- MARKET SURVEY TFM DEVELOPMENT AND SUSTAINMENT The FAA intends to award a contract for the development, enhancement and sustainment of Collaborative Air Traffic Management Technologies products and the Traffic Flow Management System (TFM). This announcement is a Market Survey/Request for Information. A draft Statement of Work (SOW) is attached to this announcement The purpose of this announcement is to solicit comments from potential offerors. The FAA is seeking interested sources that are subject matter experts in software development and system sustainment. At this time, the nature of the competition has not been determined. In accordance with paragraph 3.2.1.2.1 of the AMS, this market survey is also being conducted in order to obtain the information necessary to aid the FAA in its determination as to whether adequate competition exists to set-aside the competition for eligible small businesses or for eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The North American Industry Classification System (NAICS) code for this requirement is 541512 (Computer Systems Design Services) with a size standard of $ 23.0 Million. Interested firms are required to submit the attached Business Declaration form and a copy of the interested vendors 8(a) Certification Form (if applicable). Failure of a sufficient number of adequately qualified 8(a) firms and small businesses to respond to this survey shall result in a competitive procurement open to all businesses. Interested firms are requested to provide two copies of a capabilities summary of not more than five (5) pages addressing corporate capabilities to accomplish the work described in the attached draft Statement of Work. Interested firms are requested to also provide comments on the attached draft Statement of Work. Comments and questions are solicited to improve Government requirements when the final Request for Offer is released. In addition, interested firms are required to provide the following: (a) Completion of the attached Business Declaration Form, and (b) If applicable, a copy of the firm's 8(a) certification form - this shall include all of the required signatures and expiration dates. The FAA intends to have any resulting contract(s) for services in place by September 2007. The FAA is initially considering an award of a five-year, Task Order-based contract. Anticipated contract value is $60 Million. This market survey is for informational purposes only and shall not be construed as a commitment to or a promise of a contract by the Government. This market survey does not commit the Government to pay any costs incurred in the submittal of responses. Failure to respond to this market survey does not result in exclusion from any future competition. All responses (one response per company) are to be provided on company letterhead and limited to five (5) pages.
