Description
The Air Force Research Laboratory (AFRL), Directed Energy (DE) Contracting Directorate (PK), intends to issue a Request for Proposal (RFP) for the following: 1) Maintain five (5) day/night Whole Sky Imagers (WSIs) at multiple locations across the continental United States (CONUS), including preventative maintenance, repair or replacement of failed components, coordination of minor repairs with Government on-site operators/maintainers and software/hardware upgrades necessary to ensure continual data collection; 2) Perform calibration of fielded instruments and routine quality control of WSI acquired data; 3) Evaluate WSI capabilities, including day and night algorithm performance, applicability of data to cloud forecasting problems, capability to extract transmission both day and night, dynamic background calibrations, operation in stressing conditions such as high light levels, twilight, strong haze, and other areas determined of benefit to Government programs; 4) If required, implement system upgrades resulting from work accomplished under item 3; 5) If required, build and deploy additional WSIs at undetermined locations; 6) If required, analyze new wavelength imaging benefits to various Government programs, which may involve building and testing prototypes of new instruments; 7) If required, provide personnel trained in the WSI and its capabilities to analyze, develop software, document, develop minor hardware, and other tasks related to the WSI as the Government determines appropriate. Place of contract performance - CONUS. The University of California?San Diego, Scripps Institute of Oceanography, Marine Physical Lab, designed and built the currently-fielded WSIs and has maintained and developed the WSIs since deployment in 1993. It is anticipated that a single cost-type contract will be awarded for a five-year period of performance. This will be a web-posted solicitation. The solicitation will be posted on the Federal Business Opportunities website at http://wwwfedbizopps.gov on or about 30 March 2007. The Government will not distribute a hard-copy solicitation, attachments, exhibits, or amendment documents. Subsequent amendments to the solicitation, if any, will be promulgated via the Federal Business Opportunities website. Prospective offerors are responsible for checking the referenced website early and periodically for the solicitation and any solicitation amendments. Prospective offerors should not expect notification that any amendment has been issued. The Government is not responsible for any loss of Internet connectivity or for an offeror?s inability to access the document posted on the referenced website.
