Description
THIS IS A FORMAL PRESOLICITIATION NOTICE IN ACCORDANCE WITH FAR 5.204. HQ 77th Aeronautical Systems Group Field Intravenous Reconstitution (FIVR) System Project Pre-Solicitation Synopsis 23 February 2007. The 77th Aeronautical Systems Group, 77 AESG/PSK, Brooks City-Base, Texas, in support of the Air Combat Command (ACC), intends to solicit, and award a full and open competition Cost Plus Fixed Fee (CPFF) contract(s) for one breadboard working model of a Field Intravenous Reconstitution (FIVR) System and a contract option for the System Development & Demonstration (SDD) of three working units. The FIVR system would process United States Environmental Protection Agency (US EPA) quality source water and produce United States Pharmacopoeia (USP) standard USP 29 quality Sterile Water for Injection (SWFI) utilizing a heat sterilization process. The FIVR system's end process would insert the SWFI into traditional intravenous (IV) plastic bags to makeup IV fluids, such as Lactated Ringer and Normal Saline solutions, for use by AF Medical Service (AFMS) forces administering IV fluids to patients in field medical treatment facilities (MTF). Requirements are listed in the attached draft Performance Specification dated 23 February 2007, the draft Statement of Objectives (SOO) dated 23 February 2007 and the draft Request for Proposal (RFP) dated 23 February 2007. The Contractor Data Requirements List (CDRL) will be provided upon release of the RFP. A FIVR Breadboard working model is required to be developed accompanied with a demonstration and presentation approximately six (6) months from date of contract award(s). Please email comments on the draft RFP, SOO and P-Spec to the Contracting Officer listed below on or before 05 March 2007. The application of the Lowest-Price Technically Acceptable (LPTA) technique will be used to evaluate this procurement as follows: The Government will perform a price evaluation as described in the draft RFP on all proposals. Proposals will be ranked from lowest priced offer to highest. A decision on technical acceptability of the lowest priced offer(s) shall be determined. A performance responsibility determination will be conducted on these proposals. Only those Offerors determined to be technically acceptable and receiving a positive performance responsibility determination will be considered for award. The Government reserves the right to make one, multiple awards, or none based on the quality and quantity of proposals received and/or funding availability for this program. It is anticipated that the RFP will be released on or about 14 March 2007. Any concerns regarding this acquisition may be directed to the Contracting Officer. An Ombudsman has been appointed to hear serious concerns that are not resolved through established channels.
